## Notice

THIS IS NOT A CALL FOR COMPETITION The Authority is conducting Preliminary Market engagement (PME) to understand the market's capacity, gather information, ascertain the level of interest and develop the Statement of Requirement (SOR) for the provision of Primary Healthcare Medical Services. This is to be provided for persons in detention in the Sovereign Based Areas including Sovereign Base Area (SBA) Prisoners, persons in Police Custody and Migrants in Cyprus to refine our Procurement strategy. In addition, we are particularly interested in understanding the indicative costs associated with delivering the services detailed in the draft Statement of Requirement (SOR) detailed in the Defence Sourcing Portal (DSP) over a 5-year period. Please provide a cost range per annum for the services detailed. Suppliers shall note that this Pre-Market Engagement Exercise (PME) is not a call for competition and responding to this advert, does not constitute a formal tender or result in the letting of a Contract. This PME process is being utilised to gauge interest and options. The Authority welcomes the opportunity to engage with Suppliers and appreciates your assistance in providing us with your views. However, Suppliers shall note that the Authority must comply with its legal obligations in any ensing proceuremnt exercise. and treat each participant on a level playing field. There will be no commercial advantage from participating in this PME exercise. CURRENT SITUATION The SBA currently uses the Ministry of Defence provided primary healthcare services for persons in detention in the SBAs. The Authority is looking to outsource the services detailed in the Statement of Requirement (SOR)/PME documentation. Suppliers who are not currently registered will be required to do so. Any clarification questions regarding this opportunity can be requested immediately by email through the Defence Sourcing Portal (DSP) or by emailing patricia.barnard113@mod.gov.uk. Final questions must be submitted by no later than 23:59 EET on Monday 10 November 2025. Final date for the Authority to reply to the clarification questions will be Friday 21 November 2025.
