## Summary

The Waste & Resources Action Programme, located in Banbury, UK, is spearheading the Southern Spain Water Roadmap Project - Continuation of Services, a public undertaking aimed at advancing collaborative water stewardship in the regions of Doñana and Murcia, Spain. The procurement process, updated on 18th December 2025, is currently at the contract amendment stage, following a direct award aimed at avoiding disruptions as current projects managed by Good Stuff International B.V. near completion. The project is set to start on 5th January 2026, with a total contract value of £111,626 GBP, and several contract stages proceeding until mid-2026. Notably, it operates under the legal framework of UKPGA 2023/54, indicating governance according to the most recent legislation.

This contract presents significant opportunities for businesses specialising in water management and consultancy services, particularly those with expertise in research and development consultancy services classified under CPV 73200000. Given the project's focus on stakeholder coordination, project management, and transition support, companies with strong local Spanish networks, especially in environmental and sustainable practices, may find themselves well-positioned to leverage this opportunity. The structured strategy to split the initiative into smaller projects to maintain momentum underscores a favourable landscape for businesses aiming to enhance their presence in international collective action and environmental stewardship projects, particularly in Southern Europe.

### Procurement Information

We are currently delivering a large Collective Action Project in southern Spain, spanning Donana and Murcia. The project is managed by Good Stuff International (GSI), which has established a strong local network and generated significant momentum. As GSI's current contract ends in November 2025, transitioning to a new supplier at this point could disrupt ongoing activities, risk loss of local trust, and create inefficiencies as a new supplier would need time and resources to rebuild understanding and relationships. A new provider at this stage could also incur significant onboarding costs, including travel, stakeholder mapping, translation, and re-engagement efforts. These would represent poor use of funds for an interim period when a re-tender is currently planned for 2026. To maintain progress, attract additional funding, and dedicate more resources to the smaller Murcia project, we plan to split the initiative into two separate projects. The required services include: *Ongoing project management and stakeholder coordination through the transition period. *Support for the Donana stakeholder workshop in November 2025. *Facilitation of planning for the next phase of collective action (December 2025 - January 2026). *Preparation for and implementation of the formal project split in April 2026. Given this schedule, WRAP anticipates going to open tender in May 2026 for the next phase of delivery, to ensure seamless continuity and maintain project momentum.
