## Summary

The City of London Corporation has completed the award phase of its procurement process for the "Pan London Homeless Substance Misuse Programme – Combined In Patient Detoxification Unit for London." As a regional authority, the City acted as the lead commissioner for this essential service in the healthcare sector, specifically focusing on hospital and related services. The programme targets comprehensive substance misuse treatment for rough sleepers and residents of London coping with complex health issues, funded by various government bodies, including the Department for Health and Social Care. The procurement method was limited, following the Provider Selection Regime's Direct Award Process C, and the contract was officially signed on 2nd October 2025. The services are set to commence on 1st April 2025 and run until 31st March 2026, with Guy's and St Thomas' NHS Foundation Trust awarded as the provider.

This procurement presents significant business opportunities, particularly for large healthcare service providers familiar with managing complex substance misuse cases in urban settings. Businesses capable of delivering high standards of inpatient detoxification services can align with the City's objectives to improve social outcomes in the Greater London area. Given that the tender was awarded without a competitive call for competition, businesses should understand the prerequisites of the Direct Award Process C under the Provider Selection Regime, identifying where their capabilities might favourably position them for future similar tenders. Companies already collaborating with government bodies or involved in healthcare service provision to vulnerable populations would find themselves well-suited to such initiatives, considering the strategic partnerships and the substantial funding involved.
