## Summary

Manchester City Council is actively seeking to establish a framework agreement for high-value construction projects under the North West Construction Hub for the years 2027 to 2031. The framework aims to address a range of construction needs including new-build construction, demolition, development, and refurbishment of existing structures. This open procedure, currently in the tender phase, requires submissions by 15 June 2026 at 11:00 AM, with the documentation accessible via the Council's e-business portal, known as the Chest. The procurement process encompasses three lots with different financial thresholds: from £8 million to over £45 million, focused on site preparation, civil engineering, building installation, and more, located in the United Kingdom and the Isle of Man.

This tender offers significant growth opportunities for businesses in the construction industry, especially those specializing in large-scale projects. Enterprises in architecture, building installation, civil engineering, urban planning, and related services stand to benefit the most. Small and medium-sized enterprises are also encouraged to participate, as the framework allows up to 22 participants through direct award or mini-competition. For firms aiming to expand, engaging with this multi-supplier, multi-lot framework could enhance visibility and credibility, securing high-profile projects within defined value bands and scopes.

## Notice

The projects let under the Framework Agreement may be of a new-build nature, including: demolition, development, refurbishment or re-modelling of existing properties owned and / or used by the framework users. This is a 3 years framework with the option to extend a further 12 months

### Planning Information

A retrospective session will be held with all partners across current live frameworks, as well as clients, to provide lessons learned from other frameworks and procurement processes, from the perspectives of the clients and the contractors.
The feedback generated from these sessions will be collated and included within the open market engagement information for the new framework.
An online campaign will be shared across social network channels, to invite current and prospective contracting partners to participate in a virtual briefing session.
The session will be invitation-only and so interested parties will be required to register for the event.
