        "description": "The MEDEVAC capability is defined as a platform fitted for role that can move patients with concurrent support from a clinician from Point of Injury (POI) to Point of Treatment (POT). The Authority will provide a clinician for the aviation MEDEVAC and then conduct a handover/takeover of the patient at the nearest POT landing site to the Contractor provided clinician for the ground MEDEVAC transfer. This is in order to develop and maintain timely hospital transfers of exercising troops, BATUK staff and their dependents. This requirement is enduring whilst permanent staff and dependents are based in BATUK irrespective of training taking place. The requirement is made up of two rotary wing platforms, one covering the Nanyuki area 24/7/365 and the other covering areas for the duration of the exercise 24/7 either in Archers Post Training Areas or Nanyuki dependent on where it is taking place. The service includes ground ambulance transfer complete with trained medical clinicians upon meeting the rotary wing platform in Nairobi or the transfer of patients from Kifaru Barracks in Nairobi to the approved treatment facility. Additionally, the service will respond to any road traffic incidents and transfer casualties from hospital to the designated airport for flight back to the UK if required.",

                            "description": "The PSQ will be evaluated in two stages: a. Stage 1 (PASS / FAIL Evaluation) - Qualification Envelope. The Qualification Envelope contains PASS / FAIL questions which must be achieve a PASS by the Potential Provider in order to progress to the Stage 2 (except where the Authority has discretion not to fail the Potential Provider). b. Stage 2 (SCORED and PASS / FAIL Evaluation) - Technical Envelope. Those Potential Providers who are successful in the Stage 1 evaluation will then be taken forward into the Stage 2 evaluation where their capability will be assessed using a series of PASS/FAIL and weighted questions which include a scoring regime across a range of weighted criteria. The weighted questions and criteria have been weighted to reflect the relevant importance of the question and criteria to the assessment of the capability of the Potential Provider. No more than five Potential Providers will be taken forward from this PSQ to participate in the Invitation to Tender (ITT). The stage 2 evaluation scores and weightings are detailed within the PSQ Assessment Methodology Document. An individual weighted score is calculated for each question by multiplying the question weighting by the appropriate score allocated to the Potential Provider for that question. A total weighted score is then calculated by adding together the entire individual question weighted scores for the Potential Provider. If any of the required information (e.g. text in financial accounts) is not available in English, please supply a copy of the original document and an English translation of that information. A maximum of five Potential Providers will be shortlisted from this PSQ stage to proceed to the Invitation to Tender (ITT). Only Potential Providers who: a. Achieve a 'pass' rating on all pass/fail questions, and b.
