## Summary

Derbyshire County Council has completed a procurement process for upgrading intruder and panic alarm systems due to the impending decommissioning of the UK's Public Switched Telephone Network (PSTN) by July 31st, 2025. The title of this contract is "ASI Security. Intruder and panic alarm upgrade to facilitate PSTN changes," which falls under the industry category of alarm systems. This procurement, conducted within the Derbyshire region in the United Kingdom, has now reached the award stage. ASI Security Systems, the supplier awarded this contract, will be responsible for maintaining and upgrading the alarm systems to ensure continued compliance with insurance requirements. The contract spans from October 10th, 2025, to October 10th, 2026, valued at £49,025 net (£58,830 gross). The process followed a below-threshold procurement method, focusing on public authority necessities at a sub-central government level, and has successfully led to the signing of the contract on October 10th, 2025.

This tender represents a significant opportunity for SMEs specialising in security systems and alarm maintenance services. Businesses with expertise in installing and upgrading alarm signalling units to meet modern communication standards will find this procurement particularly advantageous. The project not only involves upgrading technology but also ensures the safety and compliance of multiple properties under Derbyshire County Council's purview, offering potential growth for companies in the security systems industry. Thus, organisations with innovative solutions and experience in handling large-scale property security across public sectors are well-suited to compete in such contractual opportunities.

## Notice

Derbyshire County Council (DCC) use ASI Security Systems to maintain and monitor intruder & panic alarm systems across a multitude of properties. Many of these sites use two paths for delivering alarm signals to the Alarm Receiving Centre. The primary path is a multi-network WorldSIM and the backup path uses analogue telephone lines also known as the UK's Public Switched Telephone Network (PSTN). This system is to be decommissioned by Openreach by July 31st 2025. Due to the challenges ahead with the PSTN switch off, the current signalling units need to be replaced to ensure the built-in system redundancy remains operational. Our properties require new alarm lines to be installed to facilitate the removal of traditional PTSN lines. Without new lines these properties will be at a heightened risk, and will not be able to provide a secondary method of communication to monitoring centres which is an insurance requirement.
