## Summary

The Department for Work & Pensions (DWP), located at Caxton House in London, has completed a public procurement process titled "NNSP - pre-select training" under the industry category of staff training services. This procurement is particularly focused on providing pre-select driver and surveillance training for police operatives, with a special emphasis on assessing and developing new applicants' skills for future covert operations. The contract was directly awarded to the Police & Crime Commissioner for Merseyside & Chief Constable for Merseyside without competition, as it fell under the threshold. The procurement method was deemed complete on 24th October 2025, with the contract period spanning from 25th October to 24th November 2025. The training services are to be delivered across multiple regions in the United Kingdom, including UKC, UKD, UKE, UKF, UKG, UKH, UKI, UKJ, and UKK.

This procurement contract presents opportunities for businesses operating within the training and development sector, especially those specialising in advanced driver training or surveillance methodologies. Companies with a proven track record in staff training services or familiarity with law enforcement training needs might find future opportunities in similar projects. While this tender was awarded as a direct contract below threshold, understanding the procurement preferences of central government bodies like the DWP can enable businesses to position themselves more competitively for upcoming opportunities. Businesses large or small, which can offer innovative training solutions or possess relevant expertise in police and surveillance operations, stand to benefit from engaging with similar government contracts in the future.

## Notice

The purpose of this learning is to: 1. Assess new applicants to identify if they have the attributes to successfully complete the Police driver training (pre-requisite for the surveillance training) 2. Assess new applicants to identify if they have the attributes to become surveillance operatives (Surveillance Aptitude Assessment) 3. To deliver driver training which is a pre-requisite for the surveillance course (Q2) Within ESOC the subjects investigated are often members of OCG's who may have an understanding of surveillance tactics and not be averse to taking action if they believe they are under observation. The use of these tactics helps mitigate this issue. It would also mean that the new recruits could not deploy with our current operatives as they would not be trained to the same standard or in the same tactics. To deliver driver training which is a pre-requisite for the surveillance course (Q2) 4. Provide surveillance training to those operatives deemed suitable enabling them, subject to passing the course, to join the ESOC Covert Operations Team (Q1) 5. Upon passing the above courses provide candidates with the training required to complete the surveillance records (Log and Surveillance Management Record) ensuring all evidence obtained is properly recorded and secure Processed by SSCL
