## Summary

The procurement process initiated by the Corporate Officer of the House of Commons, alongside the Corporate Officer of the House of Lords, concerns the acquisition of Managed Services Provision (NMSP) under the title PI1301726. The tender, classified as a service in the categories of networks and IT services, targets suppliers for an end-to-end Network as a Service that encompasses IT, Operational Technology (OT), and Broadcast network sectors. The procurement, currently in the planning stage, foresees a selective method of competitive flexible procedure. With an expression of interest deadline set for 10th July 2026, potential bidders must be aware of the forthcoming service start on 15th February 2027, lasting potentially until 2037 including extensions. This procurement operation, valued at £65 million gross (£78 million including VAT), is strategically significant for operations taking place at the iconic Parliament Square in London.

This tender presents valuable opportunities for businesses proficient in managing integrated network services and solutions. Firms specializing in IT networking, OT environments, and broadcast systems with robust capacity for flexibility and operational support would find this tender an ideal match. The tender seeks companies that provide core functional and non-functional network services, governance and commercial controls, and smooth lifecycle transitions, emphasizing high availability, resilience, and security. SMEs have a marked opportunity to engage, aligning growth with public sector strategic objectives and contributing to the broader governmental digital transformation initiatives. Furthermore, businesses that offer scalable, secure, and resilient solutions—particularly those capable of adapting to event-driven demands—will find substantial potential for growth within this procurement framework.

### Planning Information

This engagement:
We are looking for market information regarding this procurement. If you would like to respond to the Authority's Request for Information, then please do so by accessing our eSourcing Portal here:
https://atamis-ukparliament.my.site.com/s/Welcome.
You should navigate to the opportunity titled "Network Managed Service - Pre-Market Engagement" where you will be able to view and respond to the RFI.
Past Engagements:
A Request for Information was previously issued to suppliers on the Crown Commercial Service's framework, Network Services 3 (RM6116) in June 2025. The procurement strategy has now changed, and the Authority is considering competing this requirement via the Competitive Flexible Procedure. As such, we are inviting all prospective Bidders in the market to review and respond to our RFI.
In addition, the Authority has conducted a small number of conversations with existing suppliers to support strategic discovery around future service delivery models for Parliament’s end-to-end digital services (not limited to Networks). The focus of these conversations were broad, and looked for information on strategic market insights rather than on any specific service areas. No specific detail relating to the forthcoming Network Managed Service procurement were shared during these conversations, and the information that was gathered has not shaped the commercial strategy for Network Managed Services, or the End-User IT Services option.
No expressions of interest in the future tender were sought during any of the previous pre-market engagement activity, and all information shared is additionally covered in this latest round of engagement.
