## Summary

The Health and Safety Executive, a central government public authority based in Liverpool, recently completed the procurement process for the project titled "The Upgrade and Replacement of LV Electrical Infrastructure to Buildings 112 & 113." Taking place at their Merseyside location, this initiative falls under the construction work category and required refurbishment of electrical infrastructure critical for ongoing and future explosives/energetic materials research programmes. The procurement followed an open competition method below the threshold, progressing through stages of tender and award, with the award made active on 13 March 2026 and the contract period spanning from 26 January to 10 April 2026.

This tender represents a significant business opportunity, particularly for SMEs engaged in construction and infrastructure projects. As the project necessitates upgrading and futureproofing electrical systems essential for research works and incident investigations, companies with specialties in electrical infrastructure or small-scale construction could benefit greatly from such contracts. The initiative involves sophisticated requirements such as installing separate electrical supplies for buildings and replacing switchgear in a substation, making it well-suited for businesses that can offer innovative solutions and have a track record in handling complex construction tasks. NRC Services LTD, a Sheffield-based SME, was the successful supplier, evidencing the openness of the competition to smaller enterprises.

## Notice

HSE have a requirement to replace life expired LV electrical infrastructure within buildings 112 and 113 to ensure continuity of service for both its current and future explosives/energetic materials research programmes utilising these facilities. Additional works are required to provide a separate supply to each building, as they are currently daisy chained. This is to include the replacement of switchgear within the nearby substation housed in Building 116. Refurbishing the buildings' electrical infrastructure will allow Science Division to continue further research on current HSE research projects, while upgrades to switchgear will futureproof this area of site against changing requirement as new and emerging threats develop requiring research. Delivery of this project will support the HSE Inspectorate, via an increased understanding during incident investigations and research work into new explosive manufacturing technologies.
