## Summary

Jisc, a public authority classified under sub-central government, is in the planning stage of procuring global IP transit services through their procurement process titled "Global IP Transit." The procurement aims to secure services from two providers, ideally 'tier 1,' for a contract spanning two to three years, with a focus on resilience at specific locations in London's Docklands and Manchester. Interested agencies are invited to submit expressions of interest by 31st December 2025. London and Manchester have been identified as key locations, and the tender pertains mainly to the telecommunications industry category. This opportunity is currently under the planning stage, with future communication notices expected by 12th February 2026.

This tender offers significant opportunities for growth in the telecommunications sector, particularly for providers capable of delivering robust, high-capacity IP transit solutions. Businesses that specialise in telecommunications networks, equipment, and services, especially those with substantial infrastructure presence in London and Manchester, will find this opportunity well-suited to their strengths. Small and medium-sized enterprises (SMEs) are also encouraged to participate, as the procurement approach allows for framework agreements and considers SME suitability. With the potential for high-value contracts and the chance to partner with a major public authority, this tender represents a valuable business prospect for telecom providers looking to expand their market presence.

## Notice

Jisc is looking to procure global IP transit from two providers (preferably 'tier 1') for a two to three year contract. One provider must be present at two locations in London's Docklands, specified by Jisc, with the locations fully resilient from each other. The other provider must be present in the two Docklands locations plus Manchester, with Manchester's connectivity not relying on a presence in London. As part of any future tender submission it is expected that providers will supply topology maps with sufficient detail for Jisc to verify this resilience. Each connection will be delivered as at least 100GE, but options for multiples of 100GE or 400GE will be explored. As part of any future tender submission we will be seeking a suitable balance between commit levels and usage-based charges above the commit level.
