## Summary

Westminster City Council is engaging in a procurement process for a project titled "Life Choice and Opportunity Service for people with a Learning Disability and/or Autism SPOT Open Framework". This initiative is shared with The Royal Borough of Kensington & Chelsea and is at the planning stage. The process covers services categorised under social work and welfare services, and it is focused in the London regions of UKI32 and UKI33. Key dates include a pre-market engagement questionnaire due by 14th November 2025. The procurement is conducted as an Open Framework under a special regime, with the contract period starting from 1st April 2026 to 31st March 2030, with potential extensions to 2034 available.

This tender offers substantial opportunities for business growth, especially for SMEs and voluntary community and social enterprises (VCSEs). The framework seeks providers delivering employment, volunteering, day centres, outreach, and complex community care services. It emphasises the improvement of life quality for individuals with learning disabilities and autism, presenting considerable scope for businesses excelling in community-oriented social services. With a gross budget of £19.2 million, businesses that can deliver cost-effective, high-quality service solutions will be well-positioned to benefit from this procurement opportunity. The focus on pre-market engagement indicates a collaborative approach, paving the way for interested entities to influence procurement strategies before the tendering stage.
