## Summary

North Bristol NHS Trust has completed a direct award under the Procurement Act 2023 for a vehicle lease agreement with PEARCE BROS (AUTORENTALS) LIMITED. This procurement process, justifiably exempt from competitive tendering due to the bespoke technical and operational requirements, focuses on the supply of vehicles with unique customisations, crucial for service provision by the Bristol Centre of Enablement. The contract, valued at £604,243.20, commences on 12th November 2025 and is set to conclude on 11th November 2028, with the potential for renewal if technical constraints persist. The procurement is in the award stage, covering locations within the United Kingdom and falls under the industry category of goods, specifically vans (CPV code 34136000). The process is under the governance of central government, reflecting the critical public health functions served.

This tender creates significant opportunities for businesses involved in custom vehicle leasing and tailored mobility solutions. Enterprises that specialise in the production and servicing of bespoke vehicle setups could leverage this to strengthen their portfolio and engage with public health sectors. Small and medium-sized enterprises (SMEs), particularly those with capabilities to sustain long-term, adaptable vehicle solutions, would find this contract advantageous, given the importance of service continuity and the technical specificity required. Engaging in such procurements can drive business growth through establishing partnerships with public sector entities, expanding service offerings, and enhancing market presence in the healthcare support and transportation sectors.

## Notice

Direct Award in accordance with Schedule 5, Paragraph 2 - where a change of supplier would cause disproportionate technical difficulties or significant inconvenience or duplication of costs. Vehicle Lease agreement for long/short wheelbase vehicles. Vans have bespoke internal fit out of racking to accommodate stock, work benches, and tail lift facilities to meet H&S legislation. The lease agreement shall provide a critical element of service provision for the Trust and our patients who require a responsive service. This award shall enable the Trust to continue with managing the safe transport of heavy items (e.g. wheelchairs) between sites and patient locations. The lease agreement covers the additional support services associated with the vehicles which includes: servicing, tires, recovery, replacement vehicles, MOTs. signwriting, unlimited mileage and internal fit outs and provides a responsive and optimal solution for the Trust.

### Procurement Information

The vehicles are heavily customised internally with racking, storage, work benches and tail-lifts to support the Trust's service clients who rely upon the services offered by Bristol Centre for Enablement. Transitioning to a new supplier would involve significant technical and operational challenges, including the reconfiguration of equipment, retraining of staff, and potential service disruption. Additionally, market intelligence indicates limited capacity and responsiveness among alternative suppliers to meet our specific requirements within the necessary timeframes. A direct award is justified under Schedule 5, Paragraph 2 of the Procurement Act 2023, on the grounds of technical complexity and the need to maintain cost-effectiveness and continuity of service.
