## Summary

The Department of Environment, Food and Rural Affairs (DEFRA) has initiated an active tender for managing the Marine Environment Monitoring & Assessment National Database (MERMAN+). This open procurement is particularly focused on services related to marine data management and support. Based in London, DEFRA seeks expertise in both UK and international marine data landscapes to support statutory and mandatory reporting commitments. The tender process involves the submission of proposals through an electronic system with the deadline for enquiries set for 29th October 2025, and the closing of submissions on 24th November 2025. The anticipated contract will commence on 29th December 2025 and could extend until 31st March 2030, subject to renewal options for an additional 12 months.

This procurement presents considerable growth opportunities for companies skilled in data management services, particularly those with experience in handling complex environmental data and reporting systems like MERMAN+. With a gross value of £396,000, it appeals to both small and medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) due to the awarding criteria which value both technical capability and cost-effectiveness. Companies active in environmental data services and analytics, particularly those that could bring innovative solutions to enhance data quality and policy integration, would be well-positioned to leverage this tender to expand their footprint in the sector.

MERMAN+ data are used to fulfil statutory reporting obligations under the UK Marine Strategy (UKMS) Regulations 2010 and mandatory reporting obligations under the Oslo Paris Convention for the Protection of the Marine Environment of the North-East Atlantic (the OSPAR Convention). OSPAR commitments are met through the annual onward submission of MERMAN+ data to ICES. MERMAN+ data are also submitted to European Marine Observation and Data Network (E
