## Summary

The Royal Borough of Windsor & Maidenhead is seeking tenders for the "RBWM Imperial Road Development Project," which is currently at the tender stage. This public procurement process, valued at £150,000,000, falls under the construction industry category and involves works pertaining to housing management. The location for this project is Maidenhead, UK, with critical deadlines including the enquiry period ending on 29th June 2026, the tender period concluding on 29th July 2026, and the award expected by 14th October 2026. The procurement is being conducted using an open procedure under the UK Procurement Act 2023, outlining a collaborative post-award development and design process with the selected partner.

This tender represents a significant opportunity for businesses, particularly those in housing management and construction, seeking to expand their portfolio and establish a long-term relationship with a public authority. Ideal contestants are housing associations capable of independently financing the development, aligning with the Housing Act 1985 regulations. Participants must provide comprehensive housing management services, including maintenance, demonstrating robust technical and economic credentials. The open procedure invites a broad range of competitors, potentially enhancing business growth prospects for those adept at managing major housing projects and committed to contributing to community development through innovative and sustainable housing solutions.

## Notice

Please see the specification documentation (Annex A, comprising: A.1 - Housing Management Specification; and A.2 - Project Brief) for a description of the requirements. It must be underlined, that the Authority is not seeking a concept, design, drawings etc. for the purpose of this tender exercise; rather, it is seeking to discern a partner with whom the Authority can collaborate - post-award - to develop and design the project (and then subsequently manage the building). The Preferred Bidder will exclusively fund the development and ongoing housing management requirements. Bidders must be a Housing Association in accordance with the 1985 Housing Act, chapter 69 Part 1, and provide a 'housing management service in accordance with the 'managed properties' category as referred within the Housing Benefit Regulations 2006 No 213, Part 8A, Regulations 75H, and in accordance with the 'managed properties' category under the Housing Benefit Circular HB A8/2014. Any queries pertaining to this must be directed to the Authority by way of clarification questions. The Authority shall be awarding a lease under this procurement process (250 years) and is not relying, at this juncture, on the exemptions carved out in the Procurement Act 2023 (specifically Schedule 2, Part 2, Section (8)(1)). Please see the documentation for a breakdown of the anticipated financial value.

### Lot Information

Lot 1

Options: The Authority reserves the right to introduce funding that is required to compensate for any disparity between the amount claimed and received in respect of housing benefit applications. However, the Authority does not anticipate this being routinely utilised as the Authority, including its revenues and benefits team, will be a key stakeholder in the design process. The Authority may, from time to time, be in receipt of funding, external (e.g. grant funding) or internal, that could be used to enhance the building or ongoing Services provided by the Bidder. The Authority reserves the right to utilise this funding to benefit the Services (including pre- and post-construction of the building). Without prejudice to the Authority's broader rights under the Procurement Act 2023, the Authority makes the above statements in reliance on s.74 and Sch.8(1) of the Procurement Act 2023.
