## Summary

West Lothian Council has initiated an active tender process under the title "Information and Advice for Unpaid Carers and People with Disabilities," targeting the community service sector. The procurement will engage services to provide information, advice, and support for unpaid carers and individuals with disabilities within West Lothian, accessible directly or through referrals. The procurement follows the statutory requirements of the Carers (Scotland) Act 2016 and has a budget of £2,200,000. The tender employs an open procedure, and applicants must submit their bids electronically through the specified portal by 1 December 2025, with the evaluation process relying solely on quality criteria over price factors. This procurement is classified under CPV 98000000, "Other community, social and personal services," with delivery focused in the region UKM78.

This tender presents significant opportunities for businesses experienced in delivering community-based services, particularly those focused on support and advisory roles for vulnerable groups such as carers and people with disabilities. Companies that can demonstrate financial stability and have experience in similar service provisions are encouraged to apply. The procurement process emphasises quality over price, which supports businesses adept at demonstrating strong service delivery skills and sound organisational practices. Additional community benefits are integrated into award criteria, enhancing prospects for businesses that can offer tangible social value. This is an excellent opportunity for businesses specialising in community support services to expand their reach in the West Lothian area and contribute positively to the region's social fabric.
