## Notice

Aneurin Bevan University Health Board (ABUHB) requires a contract for the provision of Mental Health and Learning Disabilities (MH/LD) services, divided in 2 Lots: Lot 1- Welfare Advice Service Lot 2- Rainbow Connector Service The procurement will be done under The Procurement Act 2023 using Open Procedure. Therefore, to fully test the market and allow SMEs to have the opportunity to bid, it is decided that an open market is the best approach. Tenders will be evaluated following the process below: 1. Conditions for Participation (inclusive of the Selection Criteria Document) 1.1. Only bidders who pass all questions within the qualification envelope and Selection Criteria document will proceed to the Key Criteria Stage. 2. Key Criteria Response 2.1. Bidders who have passed all preceding stages will have their technical response evaluated in accordance with the evaluation methodology. 3. Commercial Response 3.1. Bidders who have passed all preceding stages will have their commercial response evaluated. 4. Bidders who have passed all preceding stages will be invited to attend a face to face presentation. To be awarded, Bidders must pass all stages described above and the bidder who achieves the highest score overall will be awarded as the sole supplier for this contract.

The Welfare Advice Service reflects the strategic approach of the ABUHB Mental Health and Learning Disabilities Division to offer recovery orientated services, which are person-centred and outcome focussed utilising the strengths of each individual to focus on what matters to them

Rainbox Connector Service

The Rainbow Connector Service is targeted when people are being discharged from either hospital or community statutory settings. The service currently demonstrates a high level of support across all ages and conditions, including people with mental health distress, learning disabilities, neurodivergent needs and people living with dementia

### Planning Information

The commissioning team and voluntary sector partnership team undertook significant engagement, making sure to give all stakeholders and interested parties the opportunity to have their say and to contribute toward service outcomes and service qualities that will underpin future commissioning activities. 
The team organised workshops led by expert facilitators who specialise in alliance commissioning, held bespoke forums and meetings including meetings with colleagues across the Division who have interests in the services and how they are run as many colleagues will refer citizens into these services. 
The expert group attended a total of 109 individuals over 10 community visits, connecting with people all across Gwent, including people living with or supporting people living with dementia, mental health conditions, learning disabilities and neurodivergence. Some of the visits also included current service providers.
