## Summary

The Home Office is in the planning phase of a procurement process for a framework titled "Less Lethal Weapons (LLW) 0-50m Systems Framework for Policing." This procurement, with a total estimated value of £40 million, is aimed at providing Small Calibre Impact Launcher systems and Kinetic Impact Projectile systems for policing across the UK and Northern Ireland. The procurement will be conducted under the Procurement Act 2023 through a two-stage Competitive Flexible procedure. Suppliers can participate in this opportunity by completing a Procurement Specific Questionnaire and engaging in technical and user handling testing before being invited to tender. The framework will span four years, commencing in 2027, and aims to award two contracts per lot, making a total of four systems available through a direct award procedure. The procurement focuses on goods in the public safety and anti-riot equipment sector, with critical industry categories including firearms and ammunition. Suppliers must express interest by 23rd January 2026, and the award period is anticipated to conclude by 15th December 2026.

This procurement represents a substantial opportunity for businesses specializing in the manufacturing and supply of less lethal weapons, firearms, anti-riot equipment, and related ammunition. SMEs with technical capability, a strong manufacturing track record, and response readiness for law enforcement requirements are well-suited to compete for this framework. Participating suppliers must ensure technical compliance and reliability, offering innovative solutions that align with existing policing capabilities. The structured approach, including direct engagement through the Home Office's e-Sourcing Portal, allows interested businesses to contribute to a significant retooling effort within UK's law enforcement landscape, promoting sustained business growth through established framework agreements. Companies fitting these criteria should prepare to engage in upcoming market dialogue sessions and respond to the formal procurement invitation come early 2026.

## Notice

The aim of the procurement is to award a framework for the provision of Small Calibre Impact Launcher systems (SCILs) and Kinetic Impact Projectile systems (KIPs) to supplement existing Less Lethal Weapons capability across Policing. The two-lot framework is expected to be four years in term, with a total noncommittal ceiling value of PS40m. Interested suppliers will be invited to submit one bid for one or both lots. The intention is to award two contracts per lot, with a total of four systems available for purchase by UK and NI Policing via a direct award procedure (two SCILs, two KIPs).
