## Summary

Trent and Dove Housing, headquartered in Burton-on-Trent, is overseeing a procurement process for legionella prevention and water safety management across its property portfolio. This contract mandates comprehensive water safety services, including risk assessments, regular inspections, and emergency response in the event of potential outbreaks. The procurement follows an open competitive flexible procedure under the UK Public Procurement Act and involves a two-stage process with an Invitation to Participate and Invitation to Submit a Tender. The initial tendering concluded with a contract award to Franks Portlock Consulting Limited on 25 March 2026, set to commence on 1 May 2026 and run potentially up to 31 April 2031, subject to extensions. This falls under the industry category of health and safety consultancy and consulting services unrelated to construction. The contract value is estimated at £675,000 over five years, focusing evaluation on quality and price.

This tender presents substantial opportunities for businesses specialising in water safety and legionella prevention. Companies with proven technical expertise, relevant accreditations, and experience in delivering similar contracts could leverage this engagement for growth and visibility in the sector. As the requirements include memberships like the Legionella Control Association and UKAS accreditation, firms with these credentials will find themselves well-placed to succeed. Particularly, small and medium enterprises with competence in water safety compliance and innovative service delivery approaches could benefit from competing in such tenders to establish or reinforce their reputation and expand their client base. The inclusion of technological integration and social value criteria further allows for differentiation through innovative solutions.
