## Summary

Westminster City Council is in the planning stage for a procurement titled "Solar PV Microgrids". This initiative focuses on the installation of solar photovoltaic microgrids across housing estates in London, within the UKI32 region. The procurement is aimed at appointing a supplier to operationalise existing solar installations to benefit residents with lower energy bills while supporting the council’s net zero targets. The upcoming tender opportunity is expected to be published in February or March 2026, with all related documents accessible via the City of Westminster Procurement and Contracts portal. The anticipated contract period starts on 1st July 2026 and concludes on 30th June 2031. The estimated value of the contract is £250,000 GBP.

This tender represents a substantial opportunity for businesses in the renewable energy sector, specifically those specialising in solar technology, as it involves operationalising existing solar PV infrastructure. Companies, particularly SMEs and entities within the voluntary, community, and social enterprise sectors, will find this opportunity lucrative as it aligns with sustainable energy goals and potential growth within the public sector market. By participating in this tender, businesses can position themselves as key players in the ongoing development of sustainable housing initiatives supported by Westminster City Council, thus expanding their portfolio and enhancing their market presence in green technology solutions.

## Notice

Westminster City Council's (WCC) Housing service manages the council's social housing stock, which includes over 11,000 homes and 9,000 Leaseholders. The Housing Sustainability team leads on improving the energy efficiency and carbon performance of this stock to support residents with lower bills and to contribute to the council's net zero targets. This procurement seeks to appoint a supplier to operationalise existing solar PV installations on selected housing estates so that residents directly benefit from renewable energy already being generated, while maintaining income to the Housing Revenue Account (HRA). Through the Housing Sustainability Programme, WCC has installed ~1MW of solar PV capacity across its housing estates, including Warwick Low Rise, Avenue Gardens, and have a number in progress. These systems currently generate electricity for landlord supply and export to the grid. The estimated electrical generation is estimated to be 450,000 KWH per year with minimal onsite use. There are over 500 homes in the 2 Estates. The next phase of work is to connect residents directly to the solar generation, allowing them to benefit through lower electricity bills and improve Energy Performance Certificate (EPC) ratings, without requiring additional investment in PV installation. We are not expecting to cable to each flat from the PV array.
