## Summary

The West Midlands Combined Authority has initiated the "Supply Chain Transition (Investment Zone)" procurement process to provide business development consultancy services within the UK. This tender specifically targets the services sector, focusing on business development and analysis consultancy services. The procurement process is at the stage of contract award, with amendments recently made. The contract period runs from 23rd September 2025 to 31st March 2029, with potential extensions based on funding availability. The contract, valued at £11,759,028 excluding VAT, aims to provide technical coaching and support to at least 56 manufacturing businesses in the West Midlands to diversify their customer base. Key dates include the contract signing on 12th June 2025 and commencement from 23rd September 2025.

This tender presents significant opportunities for SMEs, particularly those experienced in consultancy services related to business development and restructuring. Companies adept at technical coaching, change management, and managing grant distributions are ideally suited to compete. The successful bidder will engage in creating strategic action plans and delivering training programmes to guide businesses into new market segments, leveraging the expected growth in the local economy. By participating, businesses gain the opportunity to expand their service offerings, foster new partnerships, and cement their presence in the growing regional supply chains of the West Midlands.

## Notice

The aim of the Supply Chain Transition (IZ) Programme is to help at least 56 manufacturing businesses in the West Midlands to diversify their customer base and win new orders in growing areas of the local economy (as defined in the WMCAs 'Plan for Growth'). They will achieve this by working with a dedicated Delivery Partner (the successful supplier), who will provide one-to-one technical coaching on how to improve business performance, create action plans detailing the steps required to achieve growth and deliver training programmes in change management. The Delivery Partner will also be responsible for distributing grant funding. These grants (worth PS1.5m p/a) will be used as a contribution towards the costs associated with research and development projects identified in the action plans, focusing on helping supported businesses to transition into new, and growing supply chains.
