## Summary

The Joseph Chamberlain College has concluded the award phase of its tender for Internal and External Security Services, with GGN Security Services Limited selected as the supplier. This contracting process, led by Joseph Chamberlain College, a sub-central government public authority in Birmingham, UK, began with the tender phase on November 3, 2025, and moved to the award phase on May 29, 2026. The tender was segmented into two lots: Lot 1 for External Security, valued at £891,000, and Lot 2 for Internal Security & Commissionaire Duties, also valued at £891,000. This procurement was executed using an open, competitive flexible procedure. Contracts are scheduled to commence on August 23, 2026, for an initial two-year period with potential extensions, ensuring the continuity of security services through 2030 at the latest. Notably, TUPE regulations are expected to apply as services are currently outsourced.

This tender presents significant opportunities for businesses within the security services sector, especially those with experience in the education domain. Companies possessing a strong operational base in Birmingham are particularly well-suited due to the need for responsive management support and operational flexibility. The contract requires comprehensive security provisions, which include external and internal guard duties, CCTV operations, and the management of college events outside standard term times. SMEs, in particular, may find this opportunity viable as their involvement is facilitated by the tender’s structure and requirements. This contract underscores a commitment to maintaining a safe educational environment, thus providing substantial business growth potential for well-prepared security firms.

## Notice

The successful Supplier will be required to provide a comprehensive security service. The contract covers the scope for the provision of all security services across the College, which includes external security with the provision of manned guards, and internal security including commissionaire duties. The contract and service requirement will be split into two Lots: Lot 1External Security Lot 2Internal Security & Commissionaire Duties Please be aware that the successful Supplier for Lot 1, External Security, will include the provision of Guards to monitor and manage the College's car park. The College will have the option to award each Lot individually, or to the same Supplier. Please state clearly within your submission whether you intend to submit for both Lots, or just for one Lot and whichever Lot that may be. The duration of the contract being offered is for an initial two-year period commencing on 23 August 2026, with the potential to extend for a further two 12-month periods. This extension will be granted by mutual consent and on the same terms and conditions as the original contract without the right to further extend beyond the full four years. The contract being offered within this tender will be fixed cost and on a guaranteed performance basis, ensuring that the contracted number of security hours are input into the service. Both services are currently outsourced, and TUPE is expected to apply. The successful Supplier must ensure that their employees hold a license under the Security Industry Association (SIA): https://www.gov.uk/government/organisations/security-industry-authority The successful Supplier must also ensure that each Guard holds their SIA License and all Guards will be subject to enhanced DBS checks, including the children's barred list. Some Guards will be responsible for operating CCTV, therefore, where required, Guards will need to be trained or have already completed their Level 2 Qualification in CCTV Operations to enable them to be eligible for an SIA CCTV License. The College is seeking a suitably experienced Supplier who has knowledge of working within the education sector, preferably within inner city schools, to demonstrate the knowledge and understanding of contracts of a similar size and nature. Ideally, the successful Supplier will have a strong operational base within Birmingham, thus allowing for both adequate contract support and operational flexibility that is required to support the complexities of such a contract, as and when needed. A robust level of management support must be provided by the successful Supplier to ensure that the detailed specification is delivered within the contract on a consistent basis within the contract period. This management support will ideally have a local presence to ensure reactive measures are immediately available for any escalated responses. Suppliers expressing an interest must clearly detail their current or intended use of sub-contractors for this contract within Question 8.7 of the Supplier Selection Questions. For the avoidance of doubt, use of sub-contractors for the provision of Guards should be kept to a minimum. It is expected that the successful Supplier provides Guards from within their own employ. This contract requires the provision of Guards for the College's term time only; 38 weeks of the contractual year, plus ad hoc events outside of the core term time and teaching day. The requirement is to provide a safe environment for students and staff, while protecting the wider premises and assets within it. As well as delivering the day-to-day operational requirement of a well-managed College. As part of that requirement the successful Supplier is to be proactive in the management of the contract with open lines of communication. That communication must include frequent and proactively provided management information. Please see PSQ Document for more information.
