## Summary

Solihull Metropolitan Borough Council has initiated an open tender process to procure Target Hardening Security Measures for its Solihull Sanctuary Scheme 2026. The goal is to enhance the physical security of homes for individuals and families at risk of domestic abuse. This initiative is categorised under health, social work, and security services, with services needed to be provided in the United Kingdom, specifically in Solihull, region UKG32. The tender process is currently active, with the stage set to tender, and significant dates include the enquiry period ending on 13th November 2025 and the tender submission deadline on 1st December 2025. The contract, valued at £150,000, will commence on 1st May 2026 and has potential extensions until April 2030.

This tender presents substantial opportunities for businesses specialising in security equipment and home safety services, particularly those adept at installing security products such as locks, alarms, and fencing. Ideal candidates for this tender include small and medium enterprises (SMEs) and voluntary, community and social enterprises (VCSEs), as these are well-suited to meet the council's requirements for technical quality and social value. Engaging in this procurement not only offers financial return but also positions businesses as contributors to community safety and wellbeing, allowing for potential long-term partnerships through extensions based on performance. The open competition procurement methodology makes it accessible for any interested supplier meeting the minimum pass/fail criteria.

## Notice

Solihull Council would like to procure a specialist property 'Target Hardening' service for individuals / families at risk of domestic abuse. The primary focus of the Target Hardening Service will be on improving the physical security of homes in order to deter or prevent perpetrators from forcing their way into the property. This will be achieved through a package of additional security measures. The successful provider will be required to undertake a comprehensive property and perimeter survey to determine the most appropriate package of measures for each property. Each security package will be based on a risk assessment that reflects the type and condition of the property, and the needs and circumstances of those whom will be residing in the property. The successful provider will then be responsible for providing security products which meet the appropriate quality standards, and installing these products within the home.
