## Summary

National Savings and Investments (NS&I), a central government public authority, is conducting a Request For Information (RFI) process as part of its broader transformation programme. The focus is on selecting an Enterprise Data Management (EDM) tool that can serve their strategic enterprise-wide objectives, enhancing customer-facing services and critical systems such as their core banking engine. This initiative falls under the 'goods' procurement category, specifically database systems, and is currently at the planning stage. Potential suppliers are required to engage in this market exploration phase conducted in November 2025, with responses due by 17th November 2025. The location for delivery is the United Kingdom, with a contract period slated from April 1, 2026, to March 30, 2029.

This RFI offers substantial opportunities for businesses specialising in data management solutions to demonstrate their capabilities and potentially secure sub-contracting or licensing agreements with NS&I's key suppliers. Companies with expertise in developing or implementing EDM tools can leverage this process to align their solutions with NS&I's transformation goals. The process is well-suited for SMEs due to the emphasis on database solutions that enhance organisational efficiency and customer service platforms, thus fostering business growth through potential long-term involvement in the programme's supplier chain.

## Notice

NS&I is currently going through a transformation programme, with new key suppliers working to significantly update our operating model, including customer-facing services like our websites and apps, and our call centre, as well as critical systems like our core banking engine. As part of our transformation programme, we have identified a requirement for our key suppliers to have in place (or put in place) an Enterprise Data Management (EDM) or similar cataloguing tooling solution. NS&I has been considering the use of Enterprise Data Management at a strategic enterprise-wide level, and has determined that there may be significant benefit to adopting a single common EDM tool, and asking all of our strategic suppliers to utilise this platform. At present, NS&I does not have a singular view of which of the EDM tools on the market it may have a preference for. Therefore this RFI process is being conducted, to help NS&I understand the solutions that may be available. The RFI will be conducted during November, with a view to NS&I being able to express a preference for an EDM tool before the end of the year. For the avoidance of doubt, this is not a formal public tender process and will not result in the award of a contract (or contracts) by NS&I. This process is an RFI for information purposes only, intended to help NS&I understand, and form a view on, the solutions available on the market. The requirement to sub-contract / license an appropriate tool, based on the preference NS&I may indicate following this process, would remain with our key suppliers.
