## Summary

Slough Borough Council is overseeing a procurement process titled "Accommodation based Housing Related Support (HRS) Service," aimed at addressing the needs of homeless residents in Slough aged 18 to 65. This tender process, under the open procedure method and following a light-touch regime, consists of two lots: Lot 1 targets medium to high needs individuals, while Lot 2 caters to low to medium needs individuals. The procurement stage is complete, with contracts awarded on 2 March 2026, and the service set to commence on 1 May 2026, running for two years with a potential one-year extension until 30 April 2029. These services fall under industry categories including housing, health, social work, and related services, with businesses expected to complete an Accommodation Suitability Checklist for proposed facilities. A Supplier Engagement Event is scheduled for 5 November 2026, providing an opportunity for prospective suppliers to learn more about the project requirements and engage directly with the council.

This tender offers substantial opportunities for businesses specialising in social work and housing services, particularly those with experience in providing accommodation and support to vulnerable individuals. Organisations such as Look Ahead Care and Support Limited and YMCA St Paul's Group have been awarded contracts, highlighting the potential success for large-scale suppliers with capabilities in working with diverse cohorts. Businesses adept at managing complex needs, delivering health and social support, and operating within the parameters of open procurement procedures would be well-suited to compete, especially considering the emphasis on quality (80%) and price (20%) in the award criteria. With a gross contract value of £1,396,800 and an option to extend, this initiative provides ample scope for growth and adaptation in the sector.

The service will also be open to young people aged 18-20 with higher needs dependent on ability to manage risk within the accommodation. Lot 2: Provision of accommodation and support for up to 45 people with low to medium-sized support needs People aged 18-35 who are newly homeless and/or have less significant health or support needs and can be assisted through low/med support accommodation options, or access to housing and short-term floating support or reconnections to friends and family if deemed appropriate 18-65.
