## Summary

The Security Industry Authority (SIA), a public authority under the central government category, has initiated a planning stage for a procurement titled "SIA 937 - Regulatory Legal Advice." This process involves seeking legal services pertinent to the regulatory framework under Martyn's Law, with a requirement for firms to have in-depth knowledge of the Terrorism (Protection of Premises) Act 2025. The procurement is specifically geared towards reviewing statutory guidance produced by the SIA, identifying potential legal risks, and recommending mitigative changes. Located in the UK, interested parties should note that expressions of interest must be emailed to Jodie Cox by 18th November 2025, with the procurement communication set to follow the same deadline. The contract is expected to commence on 1st March 2026, concluding by the end of February 2028, and may be extended to February 2029.

This tender provides an invaluable opportunity for solicitors' firms with expertise in regulatory and statutory guidance advisory roles. Businesses equipped to defend and challenge legal decisions on procedural regulations would benefit from participating, potentially expanding their portfolio through advising governmental or regulatory bodies. With specific suitability for SMEs and VCSEs, this tender could foster significant growth for firms that specialise in legal frameworks and offer robust advisory capabilities on regulatory compliance and litigation processes.

## Notice

We are seeking to arrange a legal review of future statutory guidance on how the SIA will exercise its functions and powers as the regulator of Martyn's Law. As we are required to produce this guidance under section 12(2)(a) of the Terrorism (Protection of Premises) Act 2025, interested parties must be conversant with this act. The purpose of the review is (i) to identify aspects of the draft guidance that may expose the SIA to avoidable legal or other risks, particularly in terms of potential challenges (on procedural or other grounds) to our regulatory decisions, and (ii) to recommend drafting changes or other steps to manage such risk. We are therefore seeking a legal adviser who can demonstrate experience of: * successfully bringing and/or defending legal challenges to regulatory decisions on procedural and other grounds, and * advising government or regulatory bodies on the drafting of statutory guidance on regulatory powers and procedures. We expect that a firm of solicitors with a specialist regulatory or similar team is a likely source of this advice. The review may also include a requirement for advice on any post-consultation drafting changes.
