## Summary

The North London Foundation Trust is planning a procurement process for the "NLFT Voluntary and Community Sector Services" initiative. This initiative falls within the community health services industry category, with targeted delivery in several regions around London, including UKI31, UKI43, UKI54, and UKI71. Currently in the planning stage, the tender seeks to enhance mental and physical health support for adults with severe mental illness through community-based initiatives. A crucial date for interested suppliers is the pre-market engagement session scheduled for 3rd December 2025. Suppliers must be registered on the Atamis e-Tendering Portal and the Central Digital Platform to participate. The contract is expected to commence on 6th March 2026 and conclude on 5th March 2028.

This procurement presents significant opportunities for innovation-driven Small and Medium-sized Enterprises (SMEs) and Voluntary, Community, and Social Enterprises (VCSEs) that specialise in community health services. The Trust encourages suppliers to articulate their vision for delivering exemplary services in line with evolving community care priorities. The process supports collaboration between the primary and secondary health systems, aiming for integrated care models. Such an opportunity is ideal for businesses keen on contributing to mental health support, particularly those with expertise in working collaboratively with different health agencies to foster inclusive community environments. The initiative not only aids in business growth but also promotes societal contributions through enhanced community health frameworks.

## Notice

The NHS Long Term Plan and Community Mental Health Framework set out a transformative vision for community-based support for adults living with moderate to severe mental illness and complex needs. The aim of the Community Transformation programme is to deliver mental and physical health support to more people in the community with SMI by ensuring all parts of the primary and secondary health and social care system, including VCS organisations, work together. An integrated care model brings all the agencies that support people with different mental health needs closer to help keep people safe and promote their contribution to and participation in their local communities. This is part of delivering person-centred, population health approaches that have an evidence-base in improving whole-life outcomes for people. The Trust welcomes innovation and that provider(s) set out their ambitions and vision to deliver the services being tendered in line with the specification. However, the Trust would like to engage with suppliers/provider(s) to tailor key aspects of the services to ensure services complement the developing priorities in the Community Care Group. Provider(s) are reassured that any tailoring will not impact on resources and costs post the contract award. A pre-market engagement session would be held on the 3rd of December and only suppliers registered on the Atamis Portal and Central Digital Platform will be invited to participate. Engagement activities, such as questionnaires, information sessions, or supplier briefings, will be managed through these platforms.

### Planning Information

All suppliers are required to register on both of the following systems prior to engagement:
• Central Digital Platform (CDP) - the NHS's central supplier registration and assurance platform.
• Atamis e-Tendering Portal - the Trust's designated electronic tendering system, used for all quotation and tender submissions. Reference is C394898.
