## Notice

NHS Shared Business Services act in an Agency capacity for and on behalf of its customers (Approved Organisations) - existing and new. These comprise of NHS and Social Care organisations (whether acting individually, or on behalf of, or together as members of any consortia) along with any other public or private sector bodies which NHS SBS authorises to use the resulting Framework. NHS Shared Business Services Limited (NHS SBS) intend to put in place a Framework Agreement for the provision of Insourcing and Outsourcing of Clinical Services to be used by NHS SBS Approved Organisations. Approved Organisations are NHS and Social Care organisations (whether acting individually, or on behalf of, or together as members of any consortia) or any combined authority, integrated care board, local authority, NHS England, NHS foundation trust, NHS trust or any other body listed as a "relevant authority" in the National Health Service Act 2006, which the Authority authorises to use the resulting Framework. These organisations, for the purpose being a principal to the framework agreement under the Health Care Services (Provider Selection Regime) Regulations and the Health Services (Provider Selection Regime) (Wales) Regulations 2025 are identifiable on the list of Approved Organisations and may be added to from time to time. ### Lot Information

Insourcing of Clinical Services

To support Approved Organisations in delivering clinical services by supplying on-site clinical staff who work under the Trust's governance, using its facilities and systems, utilising spare, out-of-hours capacity, typically at weekends and evenings to support the reduction of waiting lists. This model helps address capacity gaps, reduce waiting lists, and maintain continuity of care without outsourcing the entire service. Additional information: This is a Provider Selection Regime (PSR) Pre Market Engagement Notice. The awarding of this contract will be subject to Health Care Services (Provider Selection Regime) Regulations 2023 and the Health Services (Provider Selection Regime) (Wales) Regulations 2025 . For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015/Procurement Act 2023 do not apply to this award Please see description in the main contract objective on the Preliminary Market Engagement Questionnaire (PMEQ). Lots will be further defined as an outcome of this pre market engagement. The new Framework, subject to review and change, is expected to go live immediately after the expiry of the existing Framework Agreement SBS10203 on 02 July 2027. Outsourcing of Clinical Services

To enable Approved Organisations to commission external organisations to deliver clinical care off-site or independently under a defined contractual arrangement. This approach supports capacity expansion, elective recovery, and access to specialist services while transferring operational responsibilities to the provider. Additional information: This is a Provider Selection Regime (PSR) Pre Market Engagement Notice. The awarding of this contract will be subject to Health Care Services (Provider Selection Regime) Regulations 2023 and the Health Services (Provider Selection Regime) (Wales) Regulations 2025. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply. Please see description in the main contract objective on the Preliminary Market Engagement Questionnaire (PMEQ). Lots will be further defined as an outcome of this pre market engagement. The new Framework, subject to review and change, is expected to go live immediately after the expiry of the existing Framework Agreement SBS10203 on 02 July 2027. This proposed lot is a reintroduction of Outsourced Clinical Services SBS/20/NL/ZPS/9383. Medical Imaging and Reporting Services

To provide high-quality, timely, and clinically governed diagnostic imaging and reporting services that support Approved Organisations in delivering accurate diagnostics across a range of modalities. Services can be insourced, outsourced, or facilitated depending on the commissioning needs. Additional information: This is a Provider Selection Regime (PSR) Pre Market Engagement Notice. The awarding of this contract will be subject to Health Care Services (Provider Selection Regime) Regulations 2023 and the Health Services (Provider Selection Regime) (Wales) Regulations 2025. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply. Please see description in the main contract objective on the Preliminary Market Engagement Questionnaire (PMEQ). Lots will be further defined as an outcome of this pre market engagement. The new Framework, subject to review and change, is expected to go live immediately after the expiry of the existing Framework Agreement SBS10203 on 02 July 2027. This proposed lot shall superseed the Reporting Services: Teleradiology SBS10228 Framework Agreement.
