## Summary

The Waste & Resources Action Programme, located in Banbury, UK, has progressed to the contract award stage in their procurement process for the "COL202-127 Denbighshire waste analysis (WRAP Framework081)" project. This initiative, aimed at improving recycling performance to meet Welsh Government targets, focuses on analysing various waste streams excluding garden waste. The procurement method was selective, conducted below the threshold within a framework, and the process has been completed. The contract was awarded to Resource Futures Limited of Bristol, with a contract period from 6th November 2025 to 31st December 2025, and a gross value of £73,749.60. This initiative falls under the services category and involves technical and data analysis services related to waste management. The award was officially announced on 5th November 2025.

This tender offers significant business growth potential, especially for companies specialising in waste management and recycling consultancy services. SMEs like Resource Futures Limited can benefit from such framework agreements, which allow for targeted and competitive procurement opportunities. Businesses involved in technical analysis and consultancy within the environmental sector, particularly those focusing on waste analysis, will find opportunities to enhance their portfolio with government contracts. Engaging with public undertakings in waste management can provide stable work-streams backed by government objectives in environmental improvement.

## Notice

Currently the statutory Welsh Government recycling target sits at 70% for the year 2024/25. In the year 2023/24 DCC recycled 67.6% of its waste, and the Council wishes to review possible options to improve its recycling performance. The objective of this work is to better understand how residual waste composition has changed following the residual restrictions introduced in 2024. The data will help quantify the impact and build up evidence on the impact of residual restriction on local authority recycling performance in Wales. The analysis will include residual waste, food waste, all dry recycling streams and nappies (AHP) but will exclude garden waste.
