## Summary

Surrey County Council has completed the procurement process for its Renewable Energy Group Buying Scheme, aimed at deploying low carbon and renewable energy technologies. The Council's objective is to progress towards net zero by 2050, offering residents access to cost-effective solar PV, battery storage, EV charge points, and heat pumps through a group purchasing scheme. The procurement was conducted using an open procedure and culminated in a contract award on 25th June 2026, with the contract period starting on 21st July 2026 and lasting until 20th July 2029. This procurement activity was classified under architectural, construction, engineering, and inspection services and was conducted in the region of South East England, UKJ. The awarding of this contract aligns with Surrey County Council’s agenda for environmental sustainability, marking the "complete" procurement stage after substantial planning and tender phases.

This tender provides substantial opportunities for businesses specialising in renewable energy technologies and related services. Specifically, it creates avenues for small to medium enterprises (SMEs) capable of delivering innovative energy solutions at competitive prices. The scheme encourages participation in essential public sector projects aimed at environmental sustainability, opening new markets and expanding business portfolios in the renewable energy sector. Firms with expertise in solar technology, energy management, and the installation of modern energy systems such as EV charge points and heat pumps would find this tender particularly beneficial. The involvement of SMEs like HAPPY ENERGY SOLUTIONS LTD, EE RENEWABLES LIMITED, and SWITCHD LTD reflects the scheme's potential to foster business growth and innovation in energy efficiency technologies.

## Notice

The Council has a requirement to deploy a range of low carbon and renewable energy technologies in a cost neutral way to make progress against our commitment to reach net zero by 2050. Being able to purchase as part of a group helps residents access these products for a more competitive price versus doing so on their own on the open market. A new expert partner will help the Council provide residents with access to high quality solar PV, retrofit battery storage, electric vehicle charge points, and for the first time, heat pumps (ground and/or air-source). The partner will be required to hold a reverse auction where prospective installers can bid to provide residents access to these technologies for a competitive price versus the open market.

### Planning Information

Surrey County Council (SCC) needs to deploy a range of low carbon and renewable energy technologies in a cost neutral way to make progress against our commitment to reach net zero by 2050. In 2025 our contract with our existing partner ends, and we are looking to secure a new partner to help us build on our successes in this space, but also to go further and increase the deployment of low carbon and renewable energy technologies in Surrey.
Surrey County Council anticipates going to the market at the end of November 2025. This Expression of Interest (EoI) seeks information relating to the council’s ambitions around driving uptake of renewables and clean heat technology in Surrey via group purchasing schemes, which will help us shape our approach to the market.
For providers who wish to view the EOI can access it via the Proactis Portal (https://supplierlive.proactisp2p.com/Account/Login) under the project “Expression of Interest for Renewable Energy Group Buying Scheme” (RFX1000802). We kindly ask that you complete and return the attached EOI document via Proactis as Dialogue.
