## Summary

The procurement process led by The Mayor and Commonalty and Citizens of the City of London focuses on the delivery of the NPCC National Cybercrime Training Programme. The contract, valued at £600,000 gross, has been awarded to Firebrand Training Limited. This initiative is geared towards providing comprehensive cybercrime training to police officers and staff, ensuring foundational technical knowledge and facilitating the attainment of industry standard qualifications. The procurement, completed under a selective and competitive flexible procedure, culminated in the award stage on 2 June 2026. The procurement falls under the services category with training services classified within CPV 80500000. The project is conducted within the UK, with contract duration from 1 July 2026 to 30 June 2027, potentially extending until 30 June 2029, subject to annual central funding renewals.

This contract presents significant growth opportunities for businesses specialising in training and development, particularly those with expertise in technical and cybercrime training frameworks. SMEs are well-suited to compete, given the flexible and competitive nature of the procurement method, which saw a successful bid from Firebrand Training Limited, an SME. The sector-specific delivery of the training to police personnel can allow similar businesses to demonstrate their capabilities in offering niche training solutions, fostering long-term partnerships and enhancing their portfolio in public sector engagements. Businesses capable of aligning educational content with industry standards and qualifications have a particular edge in this procurement environment.

## Notice

The NPCC Cybercrime Team has developed a number of courses with a private contractor, where the NPCC Cybercrime Team owns the intellectual property rights of those course. The NPCC Cybercrime Team would like to continue with the consistency of providing training across the network to ensure a base level of understanding and knowledge across the Team Cyber UK network. The courses were designed to provide technical knowledge to police officers and staff in order for them to use the technical knowledge within their existing roles. The NPCC Cybercrime Programme would also like these courses, where possible, to reflect learning objectives that would support staff to obtain industry standard qualifications. The NPCC Cybercrime Programme would like the provider to provide support and credits, where possible, to delegates who wish to obtain the industry standard qualification that the specialist training courses are aligned with.
