## Summary

The Yorkshire Purchasing Organisation (YPO) is progressing with an active tender titled "YPO - 001322 - Children's Homes Solution" aimed at commissioning residential homes for children and young people across the United Kingdom. This initiative is classified under health and social work as well as consultancy services. The process employs an open procurement method with a focus on the strategic commissioning of homes to ensure long-term developmental outcomes for residents. Key deadlines include the tender period closing on 24th July 2026, enquiries ending on 10th July 2026, and the award period concluding by 24th September 2026. The planned contract period is from 2nd November 2026 to 1st November 2034. A tenderers conference is scheduled for 8th July 2026, providing further project insights.

This tender presents significant business opportunities, especially for entities aligned with strategic collaboration and value-driven service delivery. SMEs and VCSEs are encouraged to engage, with the procurement framework designed to accommodate new providers throughout its eight-year cycle. By fostering long-term collaborative relationships between commissioners and providers, the tender aims to create a stable network of homes that are supported by integrated local services, providing an attractive proposition for care-oriented organisations. This framework supports strategic market development, offering opportunities for businesses to secure a foothold in regional care cooperatives, thereby facilitating growth and service diversification.

## Notice

YPO is establishing a procurement solution to enable Contracting Authorities to commission Children's and Young People's Residential Homes delivered within a family-style setting. The solution will allow Authorities to secure exclusive use of an entire Children's Home, rather than purchasing individual placements dispersed across a region. The framework is designed to support strategic commissioning approaches that improve outcomes for children, strengthen sufficiency and market shaping, and deliver improved value for money. The model aligns with regional ambitions, including the development of Regional Care Cooperatives, and will facilitate call-offs at both regional and local levels. The procurement aims to foster long-term, collaborative relationships between Commissioners and Providers. It seeks to address the differing perspectives, risks, and challenges that influence the delivery of high-quality homes for Children and Young People. The objective is to secure local, stable, and supportive homes that are embedded within a wider system of wrap-around provision, enabling improved long-term outcomes. This represents a shift away from the traditional purchase of individual placements through spot purchasing or standard frameworks. Instead, the framework focuses on commissioning whole homes, ensuring that the home, its staff, and the children living there are supported by coordinated local services. Contracting Authorities will be able to undertake a Competitive Selection Process at call-off stage, based on their specific requirements. YPO intends to award an open 8-year Framework Agreement, which will allow new Providers to join throughout its duration, supporting flexibility, market development, and ongoing sufficiency planning.

### Planning Information

A combination of one to one meetings, with Providers who feel they align with the approach to this new solution. YPO may choose to issue questionnaires and host wider market engagement events and reserve the right to adapt the PME approach as needed. Further PME Notices will be published to inform the market as YPO moves forward with the solution development.
Pre-market engagement is being sought without prejudice and without commitment. Any information provided will not be used to determine the outcome of the tender process. When, or if, YPO wishes to proceed further a formal procurement process will be followed in accordance with YPO's contract procedure rules and in line with the Procurement Act 2023.
