## Summary

The Department of Justice, in collaboration with the Department of Health and the Department for Communities, is seeking to procure a supplier to provide and manage a 24-hour Domestic and Sexual Abuse Helpline across Northern Ireland. This active tender invites suitable candidates to manage the helpline for an initial three-year period, starting on 1 April 2026, with the possibility of two further two-year extensions. Located in Belfast, the procurement falls under the services category, specifically targeting community, social, and health work aid services. Businesses must submit electronic tenders by 15:00 on 3 December 2025, with the enquiry period closing on 24 November 2025. The procurement is conducted under the open procedure method as per the UKPGA 2023/54 legal framework.

This tender represents a growth opportunity for businesses specialising in community support, telecommunication services, and social work. Companies with expertise in managing helpline services, particularly those with capabilities in multi-channel communication such as webchat and email alongside traditional phone services, will find this opportunity well-suited. The contract value is estimated at £3,212,000, making it attractive for firms aiming to expand their service offerings within the public sector. Additionally, the requirement for a robust service delivery model and an implementation plan underscores the importance of having well-structured processes, which could significantly benefit organisations skilled in these areas.

## Notice

The Department of Justice, Department of Health and Department for Communities are committed to supporting individuals impacted by domestic and sexual abuse across Northern Ireland. As part of this commitment, the departments are initiating a re-procurement process for a 24-hour Domestic and Sexual Abuse (DSA) Helpline, recognising its critical role in providing immediate, confidential, and trauma-informed assistance to those in need. The Buyers are seeking to appoint a Supplier to provide and manage a 24-Hour Domestic and Sexual Abuse Helpline in Northern Ireland, 365 days a year. The service will primarily be a telephone service (using a free phone number). However, it is a requirement that other communication channels, including email and webchat, must be incorporated and that an equal level of service will be offered to those choosing to access the Helpline through these mediums. The contract is for an initial period of 3 years, followed by two optional extension periods of 2 years each. Suppliers should refer to the specification for full detail of the requirements.
