## Summary

Dacorum Borough Council has entered the award stage of a procurement process concerning the management and operation of its leisure services. The contract focuses on the recreational, cultural, and sporting services industry, primarily at key facilities such as Hemel Hempstead Leisure Centre, Berkhamsted Leisure Centre, and Jarman Park Athletics Ground. The process was initiated through a deed of variation to a pre-existing contract with Sports and Leisure Management Limited (SLM), appointing the company as the Council's agent. This 10-year contract, with a potential extension of 5 years, was initially signed on 29 March 2018, and now includes an agency role starting from the most recent date of 10 November 2025. The procurement method deployed is a limited procedure without prior publication of a call for competition due to its classification as being outside the directive's scope.

This tender presents significant business growth opportunities, particularly for organisations in the leisure services sector. By acting as the Council's agent, contracted businesses like SLM can manage leisure operations, benefiting from a guaranteed minimum return on revenues in addition to a variable management fee and reimbursement for operating costs. Enterprises specialising in sports facilities operation, food service provision, and retail within leisure environments are well-suited to this contracting opportunity. Local or regional entities that can deliver comprehensive management services coupled with customer-oriented leisure activities stand to gain substantial market presence through such public sector collaborations.
