## Summary

North Hertfordshire District Council has finalised a public procurement process for conducting a Strategic Flood Risk Assessment (SFRA). The awarded contract was signed on 3rd February 2026, with a contract period lasting from 16th February 2026 to 15th February 2027. The procurement falls under the "services" category, specifically targeting technical testing, analysis, and consultancy services, and involves an open procurement method below the threshold for competition. The contract, valued at £73,934 (excluding VAT), engages Jeremy Benn Associates Limited as the supplier to perform a Level 1 SFRA, with an optional Level 2 Assessment, as part of compliance with national planning requirements. The project is based in North Hertfordshire District, United Kingdom, as part of the local government's efforts to support their new Local Plan.

This procurement presents significant opportunities for businesses specialising in environmental consultancy, particularly those experienced in flood risk analysis and management. It is ideally suited for small to medium enterprises (SMEs) like Jeremy Benn Associates Limited, which focus on research, development, and technical consultancy services. Such contracts not only allow businesses to expand their portfolio in governmental projects but also enable collaboration on initiatives that align with both regional planning and climate change adaptation strategies. Companies that offer innovative solutions to mitigate and manage flood risks can find potential growth and further procurement opportunities through similar tenders from local authorities looking to enhance resilience against environmental challenges.

## Notice

The Council is seeking to appoint a suitably qualified consultant team to undertake a Strategic Flood Risk assessment (SFRA) - Level 1 with an option for a Level 2 Assessment to support the new Local Plan, in line with national requirements. The SFRA will assess: * the risk from all sources of flooding * the cumulative impact that development or changing land use would have on the risk of flooding * the effect of climate change on risk The SFRA should identify: * opportunities to reduce the causes and impacts of flooding * any land likely to be needed for current and future flood risk management features and structures The study should be consistent with requirements set out in the Government's National Planning Policy Framework (NPPF) and Planning Practice Guidance (PPG) and any updates as appropriate.
