## Summary

The Greater London Authority (GLA), in partnership with Transport for London, is currently at the tender stage for the procurement of services under the Mayor's Homes Off the Streets (HOTS) programme. This public procurement initiative, titled "Homes Off the Streets Programme - Clearing House & Tenancy Sustainment Teams," targets the social work and related services industry with a focus on eradicating rough sleeping in London by 2030. The procurement method adopted is an open procedure, with key deadlines including the tender period ending on 3rd July 2026 and the enquiry period closing on 15th June 2026. The contract is set to commence on 1st April 2027 and will run for three years, with potential extensions reaching a total duration of six years. The programme is aimed at UK-based entities and covers several locations within London, UK (UKI41 region).

This tender provides substantial opportunities for businesses in the social services sector, particularly those with experience in tenancy sustainment and housing services. Firms that can offer innovative solutions for tenancy sustainment, employment training, and well-being support stand to benefit significantly. The procurement is structured into seven lots, allowing businesses to apply for multiple service areas, thereby maximising their engagement and potential for business growth. This opportunity is especially suitable for small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprise (VCSE) organisations, given the programme's emphasis on quality service delivery and community integration. The procurement documentation stresses on strategic collaboration across London, offering an expansive platform for businesses to impact social housing and rough sleeping services effectively. The annual value of awards will be limited to no more than half of a bidder's yearly turnover, encouraging sustainable business involvement.
