## Summary

The East Sussex Fire Authority is currently in the planning stage of a public procurement process with the aim of replacing their Live Fire Training Building at the Training Centre site in Maresfield, East Sussex. This project falls under the services industry category, specifically targeting training facilities and specialist training services. Key dates to note include a pre-market engagement due on 16th December 2025 and a future notice date on 9th February 2026. The procurement process will follow a tender initiation type and aims at ensuring an equitable opportunity for capable suppliers to participate. The Authority seeks innovative solutions and is considering a steel-framed metal structure or container-based solution to replace the existing unit, with efforts concentrated on enhancing environmental sustainability.

This procurement presents significant growth opportunities for businesses experienced in constructing training facilities and providing specialist or technical training services. The East Sussex Fire Authority is targeting a niche market, making this a valuable opportunity for businesses specialising in such projects within the UK. Companies that can offer innovative construction solutions or environmentally sustainable designs are particularly well-suited to engage in this process. Additionally, the project offers the chance for suppliers to establish themselves as key partners with a prominent public authority in the sub-central government sector, potentially leading to future collaboration opportunities.

## Notice

East Sussex Fire Authority (ESFA) on behalf of East Sussex Fire and Rescue Service require to replace their Live Fire Training Building situated on our Training Centre site in Maresfield East Sussex. Our intention is to replace essentially what we have now on a like for like basis but taking into account some design changes identified that will improve both flexibility in use and reduce the impact we have on the environment. We have a fairly clear idea of what we want, and that we can afford it, and believe we have a basic understanding of who might be able to supply what we require in a fairly small niche market. However, the aim of this document is to allow the market to confirm, or otherwise, our assumptions and for us to gather some information that will allow us to prepare an equitable tender that any capable supplier could bid for. As well as establishing capable suppliers we are very keen to establish whether this can be achieved as a single supplier integrated project, or not. Whilst we may consider alternative innovative approaches, we believe that a steel framed metal structure or container-based solution is likely to be all that we can afford and of which, we have a lot of experience being the basis of the current unit. To come up with the following we have discussed and/or viewed other existing structures at other FRS's to formalise our decision making. We have not discussed what might be possible with any potential supplier to date. This pre-market engagement is the start of that process.
