## Summary

The Medicines and Healthcare Products Regulatory Agency (MHRA), a central government public authority located in London, United Kingdom, is undertaking a procurement process for an advanced Learning Management System. This all-in-one digital solution aims to enhance learning experiences and capabilities for MHRA's 1500 colleagues, fostering an environment conducive to learning and innovation, with functionalities such as virtual classrooms and content hosting. The procurement follows an open procedure with key dates including the start of the contract period on 23rd February 2026, following the end of the standstill period on 20th February 2026, and a maximum potential contract term till February 2031, allowing for two twelve-month extensions. The procurement is currently in the award stage, with New Media Warehouse Ltd T/A Synergy Learning poised to be the supplier for this implementation.

This tender brings ample opportunities for growth in the IT and e-learning sectors. Businesses specialising in digital learning solutions, software development, or IT consultancy will find this contract particularly lucrative. With the contract valued at £217,434 for the initial term, extending up to £720,000 if options are exercised, the tender paves the way for substantial business development. Companies with capabilities in designing interactive learning platforms and managing digital education content are well-positioned to compete, especially those aiming for innovation in educational technologies. Small and medium enterprises (SMEs) and organisations with expertise in IT services and support can leverage this procurement to expand their footprint and establish long-term relationships with government agencies. Additionally, firms with strong technical offerings, prioritising quality over price, will align closely with the tender's award criteria.

## Notice

The MHRA is looking to implement an all-in-one digital solution that combines the capabilities of Learning Experience platform and the administrative function of a Learning Management System. We are seeking a solution that would provide a "one stop shop" for the agency's 1500 colleagues to be able to plan, identify, undertake and monitor both assigned learning as well as self-directed/paced learning and to support learner collaboration. The system should have the functionality to design and host content and be capable of scheduling and hosting in person learning via virtual classrooms. There is a corporate need to provide assurance through the capturing and maintenance of learner/learning records on learning undertaken and assessments successfully completed. The solution will be key to supporting our ambitions of becoming a learning organisation and our agency value of creating an environment where learning and innovation thrive. The Agency is seeking to let a contract for a three-year period, with two twelve-month optional extensions (for a total possible five-year contract term) to one Supplier .
