## Summary

Coventry University has completed the procurement process for Travel Risk Management Services under an open procedure in the United Kingdom. The tender, identified as "PA-FRAM-1705-25-KM," was managed by the University's Procurement Department located on Priory Street, Coventry. The process involved two lots: Lot 1 for a Travel Safety System with a technology platform and incident response, and Lot 2 for Travel Risk Consultancy Services. The procurement stage moved from planning in November 2025 to award by June 2026, with key dates including a submission deadline in December 2025 and a contract period from March 2026 to March 2029, potentially extending to 2031. The total procurement was valued at £360,000 GBP, with substantial opportunities for suppliers to engage in long-term service contracts.

This tender presents growth opportunities for small and medium enterprises (SMEs) specialising in travel services, risk management, and consultancy within the academic sector. Businesses involved in developing technology platforms for travel safety or offering bespoke consultancy and advisory services are well-suited to compete. The flexible procurement approach emphasised value for money, alignment with existing systems, and understanding the unique pressures of academic institutions, allowing innovative suppliers to deliver customised solutions and potentially secure extended contracts. These initiatives align with Coventry University's mission to enhance travel safety and operational security for both staff and students.

### Planning Information

Informal PME discussions with suppliers attending the Universities Safety and Health Association Conference.
The current context and needs of the Group, and how the market and technology have changed since the University last tendered for such services. The higher education sector is currently facing significant financial pressures, presenting ongoing constraints on budgets and resources, as well as a (probably) temporary reduction in travel activity. As a result, there is a heightened need to ensure that every expenditure delivers maximum value for money. Flexibility in delivery and clear value for money matters more than ever.
We require services that are tailored to our specific requirements and that fit in with what we already have in place. By harmonising new solutions with existing systems and processes, we can address our needs while making the most of current resources, leading to a more joined-up and effective result.
We have made progress under the previous contract in getting the engagement of academics and professional services with travel risk and the high level of satisfaction we have from colleagues with the current arrangements. It is important this procurement builds on this success. Any future supplier needs to understand the needs of universities and research institutions. That means being flexible with schedules, open about what we need and mindful of the options and unique pressures faced by academic colleagues.
