## Summary

The Rhondda Cynon Taf County Borough Council is actively seeking a development partner through a competitive flexible procurement procedure to undertake a significant project involving the design, construction, and management of a supported living accommodation and a day centre for those with learning disabilities. This development is planned at the former Garth Olwg Residential Care Home site in Church Village, Pontypridd, within the UKL15 region. The procurement process has recently been updated with key dates including enquiry closure on 6th January 2026, tender submission deadline on 20th January 2026, and anticipated contract awarding by the end of March 2026. Targeting services linked to commercial real estate development and social care construction, this opportunity falls under the competitive flexible procedure, allowing for multiple stages of tenders, negotiation, and potential early contract awards.

This tender presents a substantial growth opportunity for businesses within architectural design, construction, and social service sectors, with a particular focus on managing day centre operations and residential accommodations. The project requires securing planning permissions and integrating Welsh Government grant funding, making it ideal for well-established firms capable of navigating complex civic planning and funding arrangements. A single provider will be selected due to the intricate nature of the project, allowing for long-term partnerships potentially extending up to 45 years including renewal options. As the deal involves a substantial contract value estimated around £12 million, firms specialising in large-scale development, particularly those with experience in public sector service agreements, are well-suited for this tender.

## Notice

The Council is undertaking a competitive flexible procurement procedure to appoint a Supplier to enter into a Development Agreement with the Council. The Supplier (Development Partner) will design, apply and secure planning permission for, construct, deliver and manage a supported living accommodation and a learning disability day centre at the former Garth Olwg Residential Care Home site, Main Road, Church Village, Pontypridd CF38 2DX. It is anticipated that the development partner will secure relevant Welsh Government grant funding for the project. Dependent on the amount of funding secured the Council may be required to make a financial contribution as a top up. The contract value in this notice has been based on the estimated full build cost and the Council does not anticipate paying this value. A service level agreement will be established between the Local Authority and the chosen development partner once the facility is operational for the management of the relevant services including ongoing service charges and costs. The length of the service level agreement is to be determined but is anticipated to be around a 40 year period. The service charges and costs may be negotiated as part of the tender procedure. Therefore the estimated cost provided for in this notice is based purely on an estimation of the void space over a 40 year period. The competitive flexible procedure allows the Council to carry out the tender in multiple stages, although the Council reserves the right to award the contract based on initial tenders. A UK1 notice has previously been published - ocds-h6vhtk-0510d1
