## Summary

The procurement process led by NHS Wales Shared Services Partnership, hosted by Velindre University NHS Trust, is focused on commissioning NHS Units of Dental Activity within the Swansea Bay University Health Board (SBUHB). This tender, titled "General Dental Services - SBUHB," falls under the industry category of dental practice and related services, specifically seeking to expand dental services in regions UKL17 and UKL18, with a preference for Neath. As of the latest stage, the procurement process is in the award phase, with a key signing date on 12th December 2025, following the tender period that concluded on 8th December 2025. The procurement method used is open procedure, adhering to the NHS General Dental Services Agreement (Wales) Regulations 2006.

This tender provides substantial opportunities for existing dental service providers and new entrants intending to establish a practice in Swansea Bay. The process allows businesses with demonstrable experience in NHS dental services to increase their current General Dental Services contract value, provided they comply with specific legal and capacity requirements. Furthermore, the potential for setting up a new dental practice comes with a Personal Dental Contract for an initial period of five years, offering a strategic entry point into public health services. Small and medium-sized enterprises, particularly those capable of electronic invoicing, ordering, and payment, will find this tender particularly conducive to growth, provided they possess the required workforce capacity and organisational structures to expand or establish dental operations effectively.

## Notice

Swansea Bay University Health Board (SBUHB) is seeking to commission NHS Units of Dental Activity (UDAs) to deliver high quality dental care. The Health Board will seek to offer additional Units of Dental Activity to existing full NHS contracts, or for the development of a new dental practice, under the terms of the NHS (General Dental Services Agreement) (Wales) Regulations 2006. Providers wishing to apply to increase their current GDS contract value must therefore meet all the legal requirements of the General Dental Services (GDS) contract. In addition, you must have recent demonstrable experience of successful delivery of NHS dental services and must be able to guarantee that additional workforce capacity is available at your practice to deliver any additional contract value that may be awarded. The Health Board would also welcome applications for a new dental practice to be set up within the Swansea Bay area. If a new practice application is successful, this will be subject to the issue of a Personal Dental Contract (PDS), for an initial period of 5 years. Following this period, the Health Board will review the service provision, and if all contract activity is at an acceptable level, a General Dental Services (GDS) contract will be issued, to replace the PDS contract, in line with Regulation 21 of the Personal Dental Services Regulations (2006).
