## Summary

Oxfordshire County Council, the buying organisation for this public procurement process, has completed the award phase for the provision of a hosted drug and alcohol treatment information system. This procurement falls within the industry-specific software package category and is intended to support the Oxfordshire substance use treatment services. The contract, which covers a geographical location in the United Kingdom, specifically region UKJ14, will commence on 1 April 2026 and continue until 30 September 2028. The procurement was conducted through a direct method, below the threshold, and without competition. The contract was awarded to ILLY SYSTEMS LIMITED, a small to medium-sized enterprise located in London. The procurement was finalised on 21 October 2025.

This tender presents a significant opportunity for businesses involved in providing technology solutions for public health systems to showcase their capabilities in integrating complex datasets with government systems. Companies specialising in the development of management information systems that can interact with existing Council systems and provide data compliance with national standards could find lucrative opportunities in contracts of this nature. Firms with the ability to offer scalable software solutions that accommodate the unique requirements of public health client services would be well-positioned to compete successfully. Moreover, businesses with innovative data management functionalities that can support over 3,450 individuals in structured and non-structured treatment programmes can leverage this type of procurement to enhance their market presence in the public sector.

## Notice

The Services which make up Oxfordshire substance use treatment system are commissioned by Oxfordshire County Council Public Health Team. These include the Community Alcohol and Drug Service and the Children and Young Peoples Service. This data is currently entered onto centralised web-based system, locally entitled Oxfordshire Treatment Information System (OTIS). The objective for the System requirement is: - Provision of a fully relational business specific management information system capable of delivering a 'single system' solution for most aspects of service delivery pertaining to individuals engaging with Council commissioned service providers in the Oxfordshire drug and alcohol treatment services. - A system which can 'interact with' relevant existing Council systems and Council commissioned service systems to draw down and also submit specified data (see Specification Supplement A). - A system which can provide core data to National Drug Treatment Monitoring System (NDTMS) The contract period is 30 months, commencing on 1 April 2026.
