## Summary

The Stoke on Trent City Council, a public authority classified under sub-central government, has awarded a contract for the "Supply and Maintenance of Static Surveillance Cameras" as part of the School Streets Initiative. This procurement process falls under the services category, focusing on parking services across the United Kingdom, specifically targeting regions like UKC, UKD, UKE, and others. The procurement method used was a direct award, primarily due to the necessity for compatibility with existing third-party hosted software, TES Review. The initiative aims to enhance traffic management around schools through surveillance systems. The award, valued at £895,200 gross, was announced on 19 November 2025, with the contract period running from 5 January 2026 to 31 March 2026.

This contract presents significant opportunities for businesses in the security and surveillance industry, especially those capable of providing compatible solutions within existing infrastructure like the TES Review software. Small and medium-sized enterprises (SMEs), particularly those specialising in the integration of surveillance technology with hosted solutions, would be well-suited to participate. The direct award method indicates a preference for solutions that seamlessly integrate with current systems, suggesting opportunities for businesses offering compatibility with existing software to expand their footprint in government contracts.

## Notice

School Streets is a national initiative aimed at reducing traffic outside schools. The project launched in February 2025 and is now being rolled out to a further 9 schools, enforcement of these schemes is by static camera. Any unauthorised vehicle recorded will be issued a penalty charge notice using the evidence gathered by the camera and reviewed by an officer. Parking Services already have in place parking enforcement software and camera review software on a three years hosted solution contract, therefore compatible static cameras are required for these projects as integration into existing software requires compatibility with third party hosted software (TES Review) which is linked directly to the cameras.

### Procurement Information

Integration into existing software requires compatibility with third party hosted software (TES Review) which is linked directly to the cameras. Evidence packages encrypted within the cameras is then uploaded to hosted software (TES Review) and then uploaded to Taranto software for penalty processing. TES Review is only compatible with TES cameras for direct uploads, therefore without system compatibility decryption and encryption software would have to be installed on SOTCC servers so that encrypted evidence packages can be sent for third party review. If SOTCC were to purchase the suppliers own review software, the team would need to operate 2 or more software packages, driving up costs and inefficiencies into delivery of the service. Taranto have confirmed they do not currently carry compatibility with any other camera provider. As hosted solutions are the preferred choice of SOTCC, we would look to avoid any option that would require the use of our internal servers.
