## Summary

The Northern Ireland Fire and Rescue Service (NIFRS) has recently completed the procurement process for the provision of maintenance services for gas-fired training props at the Learning and Development Centre in Cookstown. This tender, under the direct award procurement method, is in the award stage as of 28th November 2025. The project focuses on a comprehensive maintenance regime for state-of-the-art firefighting training facilities constructed as part of a £42m investment. The awarded contract, valued at £333,092, will commence on 28th December 2025 and run until 28th November 2030, with the standstill period ending on 10th December 2025. This project falls under the services category related to the maintenance of firefighting equipment, and adheres to European Standards BS-EN 746-2.

With this contract awarded to Lion Protects B.V., businesses with expertise in planned preventative and reactive maintenance, specifically those experienced in handling complex gas systems, are provided with an opportunity for growth. The requirement underscores competencies in gas safety and compliance with specific supporting software. The exclusivity of the service and maintenance rights also calls for businesses capable of managing intellectual property considerations, making it particularly well-suited for entities such as small and medium-sized enterprises with specialised gas safety knowledge. Both local and international firms capable of delivering such comprehensive service will benefit from engaging in similar procurement processes, potentially expanding their portfolio in the public sector's emergency services domain.

## Notice

As part of the PS42m construction of the new NIFRS Learning and Development Training College, NIFRS installed a number of bespoke, state of the art fire fighter (FF) training props, including; * Flood Water Facility * Motorway and Road Network * Urban Search and Rescue Road * Callout Village (various residential and agricultural properties) * Training Warehouse (Marine structure, street facade, mock fire station) * Hazmat Gas / Petrochemical Structure Within the Training Warehouse and Callout Village are bespoke FF Gas Props deigned to simulate different types of realistic fire scenarios. There are eleven gas props in total. Image 01 and Image 02 provide a visual example of some of the Gas FF Props. 1. Industrial Hazmat Prop - Stand-alone multi-functional training prop 2. The specific PPM schedule is detailed within Appendix D - Total Care Maintenance Proposal; Section 6.10. In addition to PPM, Reactive maintenance is required to identify, isolate and rectify a fault so that the failed equipment, prop or system can be restored to an operational and safe condition within the tolerances or limits established for in-service operations.

### Procurement Information

Reactive and planned maintenance and servicing of gas props must be undertaken by a competent, highly specialised gas safe contractor. The systems are complex and have specific supporting software. NIFRS initially planned to include this within the original construction contract as a GSL proposal via a novation. Lion have provided a statement of exclusivity for service and maintenance
