## Summary

The Home Office is actively seeking tenders for a significant maintenance contract within the "services" industry category, aimed at the Border Security Command's maritime fleet. This opportunity involves a 3-year contract, potentially extending up to five years, covering three types of vessels: MST Seaboat 750-SR RHIBs, Delta 780HX RHIBs, and SEADOO Fish Pro TWCs. The total value of the contract is approximately £1,637,837 gross. The procurement process is currently at the tender stage, with submissions due by 18th June 2026. The winning bids are expected to deliver comprehensive maintenance services, encompassing planned maintenance, transportation, defect repairs, and modifications across England and Wales starting 1st October 2026.

This tender presents substantial growth opportunities for businesses specialising in marine maintenance and repair services. With three separate lots, companies with expertise in handling specific types of vessels like RHIBs or watercraft will find suitable opportunities to compete. The open procurement method invites wide participation, although strategic alignment with technical, social value, and commercial criteria will be crucial to winning the contract. Businesses equipped with strong technical capabilities, compliance expertise, and the ability to manage extensive maintenance operations are well-suited to bid, especially those with a track record in public sector contracts. Additionally, the chance to establish a long-term partnership with a central government department enhances the potential for future opportunities.

### Planning Information

The Home Office wishes to inform interested suppliers that we will shortly be publishing a Social Value Request for Information (RFI) relating to the upcoming procurement for the maintenance of the Border Security Command fleet of RHIBs and Tactical Watercraft (TWCs).
This Social Value RFI is being issued for market engagement purposes only. Its purpose is to provide early visibility of the proposed approach to Social Value within the future Invitation to Tender (ITT), and to invite suppliers and their supply chains to review the material and offer constructive feedback. We are specifically seeking views on the relevance, proportionality, measurability, and deliverability of the Social Value themes, outcomes, and potential KPIs being considered for this multi‑year maritime maintenance contract.
Suppliers are encouraged to examine the RFI document and submit comments, observations, or clarification questions as part of this informal pre‑procurement engagement. Insights gathered through this process will help the Authority shape Social Value requirements that are clear, evidence‑based, and appropriate for the scope and operational nature of the RHIB/TWC maintenance programme.
Please note that suppliers wishing to participate in the later ITT stage must ensure that they are registered on the Home Office eSourcing Portal (Jaggaer) in advance of the formal competition release:
https://homeoffice.app.jaggaer.com/
This RFI does not constitute the release of the ITT, and no formal bids or binding submissions are required at this stage. The full tender documentation—including detailed technical specifications, performance requirements, and the finalised Social Value evaluation methodology—will be issued separately via the standard procurement route.
