## Summary

Gloucester City Council, representing six district councils in Gloucestershire along with the Police and Crime Commissioner and the Gloucestershire Fire and Rescue Service, has completed the award stage of its public procurement process for the Gloucestershire Sanctuary Scheme. This scheme falls under the services industry category, specifically focusing on home security measures for victims of domestic abuse and stalking. The contract, awarded to SAFE PARTNERSHIP LIMITED, is set to commence on 1st April 2026 and will run until 31st March 2033. The procurement followed an open procedure, with the authority entering into a single contract valued at approximately £1,259,720 (net) or £1,511,664 (gross). The standstill period concludes on 26th February 2026, ensuring transparency and compliance in this sub-central government authority-led initiative.

The Gloucestershire Sanctuary Scheme presents substantial growth opportunities for businesses specialising in security and support services within the social work and community service categories. Companies that are small and medium-sized enterprises (SMEs), as well as voluntary, community, and social enterprises (VCSEs), are particularly suited to this tender given its emphasis on social value and qualitative criteria. The scheme offers a valuable chance for suppliers to engage in service delivery that enhances community safety and stability, thereby enabling victims to restoratively rebuild their lives. This procurement is a strategic opportunity for businesses that excel in providing installation and maintenance services, particularly those with expertise in domestic abuse prevention and home safety enhancements.

## Notice

Gloucester City Council (the Commissioner/the Authority), acting as the authorised representative on behalf of the six District Councils in Gloucestershire, Office of the Police and Crime Commissioner and Gloucestershire Fire and Rescue Service, wishes to commission a suitably qualified and experienced provider of home security measures to deliver a Sanctuary Scheme service (the Service(s)/Sanctuary Scheme). The Service will ensure that those at risk of domestic abuse and non-domestic abuse stalking in Gloucestershire are given support and assistance to increase the security of their home. This will enable victims and their children to re-build their lives safe from abuse and harm. Gloucestershire Sanctuary Scheme will offer an alternative option to fleeing to refuge or dispersed refuge (where safe and appropriate) and will be accessible to all, regardless of tenure. One contract will be entered into with the Authority. Since 2018, the District Councils in Gloucestershire and Office of Police and Crime Commissioner have commissioned a Sanctuary Scheme, which install security measures into the homes of victims of domestic abuse to increase safety and prevent homelessness. In 2021, high risk victims of non-domestic abuse stalking were provided with access to the scheme via the Stalking Clinic, and Gloucestershire Fire and Rescue Service became a funding partner. The scheme is currently provided by a national charity specialising in security measures to increase safety in the home.
