## Summary

The Peak District National Park Authority has completed a direct award procurement process for the provision of its Core ICT Services through an Infrastructure as a Service (IaaS) model. The contract, awarded to IOMART Managed Services Limited, covers the period from 1st April 2026 to 31st March 2031, with potential renewal options. This direct award was justified due to the operational compatibility of the current supplier's systems and the significant cost and disruption that a new procurement would entail. The project is classified under the information technology services industry and is valued at £1,170,000. Located in the United Kingdom, the procurement is part of the completed stage, with the contract status marked as active since it was signed on 21st January 2026.

This tender presents considerable opportunities for businesses specialising in IT infrastructure services, particularly those capable of providing IaaS solutions. Although this specific contract was awarded without a competitive tender due to technical reasons and compatibility with existing systems, businesses with the capability to provide similar services should monitor potential future opportunities with sub-central government bodies, such as the Peak District National Park Authority. Companies that can demonstrate innovation in reducing infrastructure costs and enhancing service delivery would be well-equipped to compete in similar procurement processes. As direct awards often rely on operational compatibility, businesses should aim to establish strong relationships with public authorities and showcase their expertise in seamless service integration.

### Procurement Information

Single supplier - although other suppliers exist, there is an incompatibility between the existing systems and those of any new supplier, which would result in time-consuming and complex migration of the services. This would result in significant cost, delay and disruption to an important service, and would be unacceptable for practical, efficiency and financial reasons. Additional/repeat services - the Authority is proposing to buy additional or repeat services which are operationally compatible with existing provisions. A change of supplier would result in the Authority receiving services which are incompatible with existing services, and that incompatibility would result in disproportionate technical difficulties in the operation and maintenance of the services. It would result in disruption to services, fundamental changes to services, training/rewriting of documentation and procedures, and duplication of effort. The delay caused by a new procurement would prevent the Authority from moving to the lower cost platform and realizing savings. There would also be a cost of moving to a new supplier, and for the overlapping provision of services. In addition, there has been a benchmarking process carried out indicating that a contract with the current supplier provides value for money. In these circumstances, it is considered that a direct award justification applies, and that an exemption to the requirement to undertake a competitive tendering procedure is justified.
