## Notice

The Royal Borough of Greenwich intends to commission a single provider contract for the provision of Adult 'Home First, Discharge to Assess & Recovery Beds' services. The Service will operate from Eltham Community Hospital and will provide up to 20 beds, flexibly allocated across both pathways to support hospital discharge, admission avoidance, and short-term recovery and non-intensive rehabilitation to enable recovery and regain independence. Multidisciplinary working is key to the model, and the provider will be expected to work in partnership with system stakeholders. The service will operate on a block purchase basis and will include personal care, including nursing and medication support administered by registered nurses and care professionals care with the goal to enable service users to regain or achieve maximum independence and quality of life as soon as possible following a period of ill health. We are looking for providers with the necessary experience, skills and capability to deliver a strength-based enabling service, able to maximise people's recovery and independence during the short stay in the unit.

### Planning Information

The Royal Borough of Greenwich is publishing this Preliminary Market Engagement (PME) notice to provide suppliers with advance notice of site visits and an opportunity to familiarise themselves with the service environment. This engagement is anticipated to run in parallel with the early stages of the formal Tender process. The Tender opportunity is anticipated to be published before the site visit dates.
Location of site visits: Fergusson Unit, First Floor, Eltham Community Hospital, 30 Passey Place, Eltham, London SE9 5DQ.
Purpose of the PME:
• Enable suppliers to understand the physical environment and operational context of the Adult 'Home First, Discharge to Assess & Recovery Beds' service. 
• Provide early visibility of site visit dates and times, which are the same as those offered during the formal Tender process (subject to availability at the Tender stage).
• Support suppliers in preparing informed and realistic bids. 
Site Visits:
• Attending a site visit is encouraged. Suppliers who do not attend will not be formally disadvantaged, but the Council notes that attending a site visit is likely to be useful for suppliers to understand whether they can meet the service requirements and may assist in preparing their Tender submission. 
• Site visit dates: 01 April 2026, 08 April 2026 and 10 April 2026. 
• Site visits will be scheduled in 45-minute individual provider slots (see schedule in the 'Booking' section below). Attendance is by appointment only, and places are limited. 
• Suppliers should submit up to three preferred time slots when submitting a booking request. Slots will be allocated on a first-come, first-served basis. 
• While site visits are scheduled on the planned dates, the Council may, where operationally possible, consider accommodating additional site visits outside the scheduled slots. 
• Although additional site visits are not currently planned to be added once the Tender is published, the Council reserves the right to schedule extra site visit slots where operationally possible. 
• Suppliers should note that any additional site visit slots cannot be guaranteed, and the Tender period is expected to remain as published and will not be extended to accommodate any additional visits.
• Suppliers should note that if any site visit slot currently advertised is already booked when the Tender is published, then that slot will no longer be made available. 
Questions and Clarifications during Site Visits:
• Suppliers may observe and take notes during their site visit to familiarise themselves with the site and service environment. 
• Any questions regarding the site or service environment must be submitted formally via the Tender clarification process (which is anticipated to be 'live' at the time) in order to receive an official response. This ensures that all suppliers have access to the same information at the same time and that no supplier gains an unfair advantage. 
Further Premises-Related Information:
• Additional premises-related information, including floor plans, Heads of Terms, lease agreement, and any site-specific information, will be provided in the Tender documentation once the procurement is published. 
Booking a site visit:
• The offer to attend site visits is available to all suppliers. Suppliers are responsible for booking their slot as soon as possible, as places are limited. 
• The scheduled dates for site visits are 01 April 2026, 08 April 2026 and 10 April 2026.
• The time slots available on each of the scheduled dates are:
- 10am - 10.45am
- 11am - 11.45am
- 12pm - 12.45pm
- 2pm - 2.45pm
- 3pm - 3.45pm
• Suppliers should book in advance by contacting commissioning-comments@royalgreenwich.gov.uk and provide the following information: 
- Name of the organisation
- Up to three preferred slot options (date and time) - in order of preference
- Attendee names and roles (up to a maximum of 6)
• Slots will be allocated on a first-come, first-served basis for site visits, and suppliers are encouraged to book as early as possible.
