## Summary

Barnsley Metropolitan Borough Council has embarked on a procurement process titled "Holiday Activities and Food (HAF) Programme – Barnsley’s Healthy Holidays," targeting the services industry, primarily focused on children's holiday activities. The procurement, conducted under an open procedure, is part of a Light Touch regime in compliance with the Procurement Act 2023. The process aims to establish a multi-provider Open Framework for delivering holiday clubs, events, and enrichment workshops for children and young people during school holidays throughout Barnsley, South Yorkshire. This framework, valued at approximately £8,146,080, will commence on 1 September 2026, with the potential of extending annually up to a total of eight years depending on performance and funding from the Department for Education. Following a tender stage concluded on 8 May 2026, the awards are currently pending with a standstill period ending on 12 August 2026.

This procurement presents substantial opportunities for businesses specialising in children's services, educational programmes, and event management. The framework is structured to encourage participation from Small and Medium-sized Enterprises (SMEs) and is adaptable to the inclusion of various funding streams, making it suitable for a wide array of service providers. Businesses that can offer innovative, high-quality enrichment activities or have expertise in managing public or private sector educational projects will find this opportunity particularly valuable. Engaging in this framework can help companies establish long-term relationships with the Council and demonstrate their capabilities on a high-impact community project, potentially paving the way for further business growth and collaborations.
