## Summary

This procurement process, initiated by Plymouth City Council, concerns the operation of the George Park and Ride Terminal. The project falls under the services industry category, with an emphasis on passenger terminal operation services. Located in Plymouth, United Kingdom, the tender specifically targets service provision within the UK regions. The procurement procedure followed a limited method due to it being below the threshold, and the current contract, active as of 1st November 2025, runs until 31st January 2027. The contract was awarded to PLYMOUTH CITYBUS LIMITED, with the tender process now at the award stage, having been completed in November 2025.

This tender presents a significant opportunity for businesses in the passenger terminal services industry. By becoming involved in the operations of a major transport hub like the George Park and Ride Terminal, companies can enhance their portfolios and increase sector experience. Businesses that excel in transport terminal operation and customer service would be particularly well-suited to this type of tender. Engaging in such contracts could foster growth through increased visibility and operational experience, aligning with long-term business strategies aimed at expanding service offerings in the UK transport network.

## Notice

The George Park and Ride Terminal Building was opened in 2006 to provide a waiting area, toilet facilities and passenger information for those using the Park and Ride services or any other bus services operating from the site. Prior to the pandemic, the Park and Ride operator had taken on responsibility for staffing the site on a commercial basis. However, given the impact of the pandemic on the bus industry, the park and ride operator is no longer able to offer this service, and the building was closed for 21 months from March 2020 until January 2022 when the decision was taken in the face of mounting criticism by park and ride users who were effectively locked out of the building, to seek tenders to provide a staff presence in the building. However, due to the current contract ending in August 2025 it is the intention of the Council to do another tender for a period of ninteen months. Given the length of time the building had been closed previously, it is not in the Council's interest to allow the terminal building to close again for any extended period of time.
