## Summary

The recent contract focuses on streamlining Section 106 processes by developing standard clauses, obligations, guidance, and best practice tools. Commissioned by the Improvement and Development Agency for Local Government (IDeA), situated in London, this contract was awarded to TOWN LEGAL LLP and marks the completion of this procurement stage. With an award date of 23rd December 2025, the execution period runs from 26th January 2026 to the year's end. This project falls under the 'services' industry category, with legal services being the primary focus. The procurement method used was an open competition, specifically for below-threshold contracts, highlighting the effort to create a streamlined and efficient negotiation process for local planning authorities in London and beyond.

This opportunity represents a significant growth potential for businesses specialising in legal services, particularly those capable of providing practical solutions to reduce negotiation times for Section 106 agreements. SMEs in the legal sector, especially those with existing expertise in public sector and housing development projects, would find this an ideal opportunity to expand their portfolio and enhance their reputation by contributing to a high-impact government initiative. The project’s emphasis on creating consistent and legally sound obligations may also attract firms interested in engaging in collaborative and innovative work to support public authority objectives.

## Notice

The Planning Advisory Service (PAS) are commissioning a practical S106 support package for local planning authorities (LPAs), which is designed to address longstanding concerns about lengthy, inconsistent, and resource intensive negotiations on S106 agreements. The commission will initially focus on standardised templates and obligations for scales of development that fall within the government's proposed medium sized category i.e. 10 to 49 homes. The commission is aimed at delivering practical tools built for LPAs that will: Reduce the time taken to complete S106 agreements; Give officers and legal teams clear, consistent wording they can use immediately; Support earlier and more transparent conversations with applicants; and Improve confidence that obligations are legally sound and consistently applied across the sector. The outputs will be designed to meet the needs of LPAs, while also providing the clarity and consistency developers and their legal representatives need to approach negotiations with confidence
